The Vision • What is the value and practice for pro-poor geospatial LA products? • Monetisation vs. value creation • Cost and value sharing • Purpose, process and product Reality check: • 70% of land rights outside LA systems • Land reform is slow (or very slow!) • Conventional approaches are still the preferred solution! • Need for more innovations

What are the customer needs of the poor? • Similar to conventional Land Administration customers! • Participatory enumeration - Civil society + slum dwellers • Post disaster – Haiti government • Watershed and Forestry – Govt. Ministries • Climate Change Mitigation – Coastal towns • City management – Mayors and local government • Planning – Government, private sector, society • By poor themselves – rural/urban security of tenure, housing, services (e.g. electricity, roads, health)

  12. But poor have unique needs… • Group vs. individual • Gender issues • Power dynamics • Legitimacy vs. legality • Complexity and ambiguity • Context and “Fit for purpose” • Appropriate land governance arrangements There is huge demand…but who pays? Who benefits?

  13. The Challenge for Geo-Spatial Professionals How to support various tenure types and systems to enable land reform and secure land and property rights for all at scale? How to make use of geo spatial technologies and solutions in a participatory, affordable and pro-poor way?

Where is the balance? • Government funding for LA – Cost and data sharing? What are the constraints? What are the opportunities? Role of private sector? • Business model for monetization? Monetization opportunity or social responsibility? How to apply such model in poor countries or with poor people in a wealthy society? • ???
