Accountability documents • Five-year Strategic Plan • Annual Performance Plan aligned to the MTEF, with annual and quarterly performance targets, • Quarterly reporting, including submission of agreed information to executive authorities and Parliament. • Alignment of reporting between the Strategic Plans, Annual Performance Plans, budget documents and annual and quarterly reports. • Identify a core set of indicators needed to monitor institutional performance

SMART GOALS Strategic outcomes oriented goal should ideally be written as a statement of intent that is; • Specific, • Measurable, • Achievable, • Relevant; and • Time-bound.
AG’s Good performance indicators should be Well defined Clear, unambiguous definition so that data will be collected consistently and will be easy to understand and use Verifiable Possible to validate the processes and systems Reliable Must be accurate enough for its intended use and respond to changes Cost-effective Usefulness of the indicator must justify the cost of collecting the data Appropriate Avoid unintended consequences and encourage service delivery improvements Relevant Must relate logically and directly to an aspect of the institution's mandate
IMPLICATIONS • SMART goals can be tracked directly. • If goal statement is not SMART, then identify SMART suitable performance indicators to track progress in achieving the goal.
