Prior to this specific administration training, you should have already completed the General Test Security Training, General STAAR Procedures Training, and viewed all 3 security modules (IN THEIR ENTIRETY).
Test Administrator Responsibilities • Read the Test Administrator Manual. • Attend training conducted by your campus test coordinator. • Receive secure testing materials from your campus test coordinator. • Observe all rules regarding test security and confidential integrity of the state testing system. • Administer the tests in strict compliance with the directions in the Test Administrator Manual. • Mark the appropriate form, score code and test taken information code for each student test administered. • Report testing irregularities and security violations immediately to your campus test coordinator. • Prepare statements for submission to TEA if you are involved in a testing irregularity or test security violation.
Testing Procedures ■ A trained test administrator must be present in the testing room at all times during the administration. ■ There must be at least one test administrator for every 30 students. ■ Make sure that all desks are cleared of books and other materials that are not required for the test. ■ The use of cell phones and/or other personal electronic devices that allow Internet access are not permitted during testing. (These include Kindles, Nooks, IPADs, IPODS, etc.) ■ Test administrators must actively monitor the testing room while students are working. Test administrators should confirm that students are working only on the subject-area test being administered that day and that they do not have access to nonallowed materials, such as cell phones and/or other personal electronic devices that allow Internet access. ■ Students should be reminded periodically to record their responses on their answer documents. A student’s responses must be recorded on the answer document within the four-hour time period. Test administrators may say, “Remember that you must record your responses on the answer document. Be sure to erase any stray marks that you might have accidentally made on your answer document.” However, test administrators may not view or discuss individual test items or responses.
Testing Procedures ■ Only students are allowed to erase their stray marks or darken answer-choice circles, and only during the scheduled test session. ■ It is permissible to encourage students to stay on task. ■ Reinforcing, reviewing for, and/or distributing testing strategies during an assessment is strictly prohibited. Providing this type of assistance to students may result in the invalidation of their tests and may compromise the assurance that all students are equitably tested in accordance with the guidelines for standardized assessments. ■ Students must remain seated during testing. Students are not allowed to talk to one another while test booklets are open. ■ Students are not allowed to return to a subject-area test administered on a previous test day. ■ Communicate (orally or in writing) the amount of time left to test in one-hour intervals and, if desired, in shorter intervals during the last hour. ■ Students will not be permitted to record answers on the answer document after the time limit has ended.
Testing Procedures ■ Some students may finish testing earlier than others. After their test materials have been collected, students may be allowed to quietly read or to leave the testing room. ■ Before a student leaves the room, the test administrator must review the completed answer document to be sure the student has recorded answers as instructed. If the student has not done so and time remains in the four-hour time period, the test administrator must say, “You have not recorded all of your responses on the answer document. Please go back and mark your answers on it now.” The testing materials should then be returned so that the student may record his or her answers. ■ Test administrators should quickly scan answer documents only to verify that responses are marked. ■ Test administrators may not look at or comment on answers to individual test questions or point out individually skipped test questions.
Testing Procedures • Pick up your testing bucket by (insert time) at (insert place). • Inventory all of the material in your testing bucket prior to signing “Out” on the material control form. (Test Administrator signs “out” and campus coordinator or person checking in material signs “in”) • Assign seats to students as they arrive for testing. Do not allow students to chose their own seats. • Once students arrive, check attendance and create your seating chart. • Post “Testing – Do Not Disturb” sign on the door. • Read the district cell phone policy. Have students take out their cell phones and turn off at the same time. Students must put them away and out of reach. • Distribute materials needed for the test administration. • Read the Directions exactly as written.
STAAR Time Limits Policies and Procedures Start and Stop Times • The four-hour time period will start when the test administrator has read directions and tells students to begin working on their tests. • Start time for the test session must be recorded on the seating chart. • Students must record all responses on their answer documents before the end of the four-hour time period. • Stop time must be recorded on the seating chart. • Directions on how to announce time may be found in the test administrator directions
STAAR Time Limits Policies and Procedures Breaks • Breaks are allowed. Some are included in the time limit; others allow the test administrator to stop the testing time for the group or for an individual student. Breaks are classified in two ways: • Breaks included in the four-hour time limit (not allowed to stop the time clock) • water breaks, bathroom breaks, snack breaks, and short physical or mental breaks • Breaks NOT included in the four-hour time limit (required to stop and restart the time clock) • lunch • emergency situations that significantly interrupt testing • consolidation and movement of students to another testing area • medical breaks to the nurse
STAAR Time Limits Policies and Procedures Lunch • Students may stop testing to take a supervised lunch. • The testing time must be stopped for a lunch break and will restart when students resume taking the test. • Students must place their answer documents inside their test booklets so that all secure materials can be collected and placed in locked storage. • Students must be monitored by trained testing personnel and are not allowed to discuss any test content during lunch.
Cell Phones • The use of cell phones or other two-way communication devices is prohibited during testing for students and test administrators. • The cell phone policy must be read. • The policy covers all cell phones as well as other electronic devices such as an ipod, Nook, Kindle, electronic dictionaries with internet access, etc.
Seating Chart Rule • Seating Charts are required for all test administrations. Seating Charts in Humble ISD must include: • Location of testing session (campus, room) and a brief description of the testing area (classroom, library, broom closet, etc.) • The assessment being given including grade and subject. • The first and last names of the test administrator(s). • The first and last name of ANY test administrator that comes in to replace or fill in for the test administrator during a break • The first and last names of each student and where they were seated for testing. • Student local id • Student test booklet number (located on back of test book) • Student test book form number (located on front of test book) • Test start time and end time • this includes any breaks not included in the 4 hour time limit. • If students are re-grouped during testing an additional seating chart will be needed for the new group. The new seating chart should indicate the time students were regrouped.
Honor Statements – EOC Only • Students taking EOCs will be asked to sign an honor statement immediately prior to taking the exam. The language will appear on the answer document. Sign it in pencil. By signing my name, I agree that I will not give or receive unauthorized assistance during the test. I understand that giving or receiving unauthorized assistance during the test is cheating and may result in the invalidation of my test results. • Test administrators are not required to check to make sure students sign their honor pledges.
Dictionaries and Thesauruses • Dictionaries must be available to all students taking: • STAAR reading assessments (including STAAR Modified) at grades 6–8 • STAAR writing assessments (including STAAR Modified) at grade 7 • STAAR English I, II, and III reading and writing assessments (including STAAR Modified) • Students in grades 3-5 must meet eligibility criteria outlined by TEA in order to receive a dictionary
Guide to the Test Administrator Directions • Find the directions pertaining to the test to be administered. • Read aloud WORD FOR WORD the material printed in bold type and preceded by the word “SAY.” You may repeat the directions as many times as needed. The material in italics is information meant for you and should not be read aloud to students.

Stopping the Test From TEA • “There is no specific statement for test administrators to announce the end of the testing period. Students must be reminded of the time remaining before the end of the testing period and must be reminded that they are not allowed to record answers on the answer document after the four-hour time period ends. When time is up, test administrators must collect all testing materials immediately.”
After Testing Procedures • After student testing materials are collected, students may be allowed to quietly read books (must not disturb others still testing). • Immediately after each test session, the test administrator must return all test materials to the campus coordinator. • Verify that no answer documents have inadvertently been left in test booklets. • Make sure that any transcribing that is required for special testing situations has been done. Remember that “Transcribed by” and “Reason” must be recorded on the top of all transcribed answer documents. • If students have used scratch paper, be sure to return these materials to your campus testing coordinator.

Make Up Testing • Make-up testing sessions are permitted for all STAAR grades and subjects • The student must be absent on the scheduled testing day in order to be eligible for make up testing.
Answer Documents • (continued) • “S” – tested • “A” – absent • “O” – other (illness, testing irregularity, EOC/above grade level, etc.) • “*” – paper/online or STAAR/STAAR Modified • NOTE: For each subject area, only ONE score code should be gridded.

GriddableQuestions for 4th & 7th Math • Students eligible for basic or complex transcription must use the TEA provided griddable pages. • The students write on the griddable document and the test administrator transcribes the answer onto the answer document. • The griddable sheets should be provided by the campus testing coordinator. • The sheets will need to be returned with the testing material. • (The griddable sheets are located on the district common/assessment/staar/transcribbinggriddables)

Do we mark accommodation(s) even if not used? • Mark the accommodation type for each accommodation that is documented and made available to a student, even if the student did not use the accommodation during testing. • If a test administrator notices that a student does not use an accommodation during the statewide assessment, this should be documented by the TA and given to the campus coordinator. Educators and parents should discuss this when interpreting the assessment results. The information would also be useful to the student’s ARD/504 committee or other campus team when making future instructional and accommodation decisions.
