ARCTIC TRAINING CENTRE • Establishment of CFATC in Resolute Bay announced by PM August 2007 • Initial construction costs estimated at $60M with an Initial Operating Capability (IOC) post 2015 • Natural Resources Polar Continental Shelf Program (PCSP) established in Resolute for 50 years supporting Arctic Research • CFLAWC conducts yearly Arctic Operations Advisor Course at PCSP on a cost recovery basis • PCSP doubled its capacity with ARIF funding in Mar 2011 • Co-use of facility and further expansion through DND funding could provide FOC by Summer 2013 at a DND cost of approx $20 M • NRCan and DND have produced a comprehensive cost sharing and facility management arrangement

Critical Milestones • End Sep 2010 – finalize IMOU and transfer initial $440K to NRCan • mid Nov 2010 – CFATC endorsed by CFD, no need for DCB • early Dec 2010 - CFATC to PMB for secretarial approval • early Dec 2010 – SOR finalized • 15 Dec 2010 – MOU to be signed by DM, Annexes at ADM level • early Jan 2011 – Post on MERX • Feb 2011 – Supps A to transfer funds to NRCan by Jun • Apr 2011 – Award contract to Sanaqatiit • Jun, Jul, Sep – Design reviews • Summer 2011 – sealift some construction materials to Resolute • Summer 2012 – sealift remaining materials to Resolute • Oct 2012 – planning for first three years • Summer 2013 – FOC for CFATC
