HEARTH • Stands for Homeless Emergency Assistance & Rapid Transition to Housing Act • Passed in 2009 with regs “trickling out” • New definition of “homeless” • Codifies the Continuum of Care process • Changes S+C and SHP requirements • Requires increased coordination • Emphasis on Performance Measurement

  5. Role of the PHA– Administrators • Administer key housing subsidy programs • Public Housing • Housing Choice (Section 8) • HUD-VASH • Shelter Plus Care • Other resources…

  7. When Administering… • Create preferences for people experiencing homelessness, esp most vulnerable • Reduce barriers related to criminal history • Prevent evictions/loss of subsidy • Become “culturally competent”

  8. Role of the PHA– Partners & Leaders • Take an active role in the Continuum of Care • Expanding housing options • Discharge planning efforts • Strategic planning • Manage/synchronize planning efforts • Compliment 10YP, Con Plan, etc • Require HMIS participation • Old-fashioned leadership
