The regulatory environment for RFID How can ETSI help? Michael Sharpe Michael Sharpe, ETSI Secretariat Radio Competence Centre
Key issues for RFID Free circulation of equipment Harmonised technical requirements Harmonised spectrum allocations Interoperable protocols Michael Sharpe, ETSI Secretariat Radio Competence Centre
Relevant Directives & Regulations (EU) Radio & Telecommunications Terminal Equipment Directive (1999/5/EC) Radio Spectrum Decision 676/2002/EC Michael Sharpe, ETSI Secretariat Radio Competence Centre
Directives & regulations How can ETSI help? Michael Sharpe, ETSI Secretariat Radio Competence Centre
What is ETSI? European Telecommunications Standards Institute European Standards Organisation (98/34/EC) Association of Industry players… …manufacturers, network operators, service providers, administrations, users, industry associations… … with direct participation Michael Sharpe, ETSI Secretariat Radio Competence Centre
Directives & regulations (equipment) Radio & Telecommunications Terminal Equipment Directive (1999/5/EC) Michael Sharpe, ETSI Secretariat Radio Competence Centre
What does a manufacturer need to do? Meet the “essential requirements” • health & safety • electromagnetic compatibility • avoidance of harmful interference (radio equipment only) • possibly others, if invoked by the Commission Declare conformity Carry out « essential radio test suites » Meet national radio interface regulations Inform member state (if using non-harmonised radio spectrum) Michael Sharpe, ETSI Secretariat Radio Competence Centre
How can ETSI help (1/3)? How do I meet essential requirements? Are there any others? Harmonised Standards Harmonized Standards?? Michael Sharpe, ETSI Secretariat Radio Competence Centre
Other essential requirements • Access to emergency services (3.3e) • Ships using inland waterways (EC Decision 2000/637/EC) • Marine distress & safety equipment(EC Decision 2000/638/EC) • Marine Identification System (EC Decision 2003/213/EC) None of these apply to RFID • Avalanche beacons (EC Decision 2001/148/EC) Michael Sharpe, ETSI Secretariat Radio Competence Centre
Harmonised Standards Where apparatus meets the relevant harmonised standards or parts thereof whose reference numbers have been published in the Official Journal of the European Communities, Member States shall presume compliance with those of the essential requirements referred to in Article 3 as are covered by the said harmonised standards or parts thereof. [Article 5.1] Michael Sharpe, ETSI Secretariat Radio Competence Centre
Harmonised Standards • European Standards (EN) • Produced under a mandate from the European Commission • And adopted by Member States (98/34 committee) • Identifies technical requirements to meet essential requirements of a « New Approach » Directive • Identifies « Essential Radio Test Suites » (RTTE) • Cited in the Official Journal of the European Union • Member statesrequired to presume conformity Michael Sharpe, ETSI Secretariat Radio Competence Centre
Harmonised Standards MSG: GSM DECT: DECT TETRA: TETRA TM4: Fixed Radio Links SES: Satellite Earth Stations ERM: Land-mobile radio, Amateur Radio, Citizens’ Band, RFID (ERM TG34) ERM/MSG TFES: IMT-2000 BRAN: HIPERACCESS, 5 GHz RLAN ERM:2,45 GHz RLAN Michael Sharpe, ETSI Secretariat Radio Competence Centre
Harmonised Standards ERM: Electromagnetic Compatibility, Meteorological Aids, Avalanche Beacons, Ultra Wide Band (ERM TG31a), Broadcast transmitters, professional audio/video ERM: Marine radio, Short-range devices (ERM TG28), Paging, Cordless telephones, Radar, Medical Implants, Road Transport & Traffic Telematics Michael Sharpe, ETSI Secretariat Radio Competence Centre
Harmonised Standards Co-ordinated by OCG Steering Committee OCG_RTTED Michael Sharpe, ETSI Secretariat Radio Competence Centre
Harmonised Standards for RFID Generic Short Range Devices: EN 300 330: inductive devices & devices operating below 25 MHz EN 300 220: devices between 25 MHz & 1 GHz EN 300 440: between 1 GHz & 40 GHz Draft EN 302 208: 2W devices at UHF Michael Sharpe, ETSI Secretariat Radio Competence Centre
How can ETSI help (2/3)? How do I meet national radio interface regulations? Harmonised Frequencies …working with CEPT Michael Sharpe, ETSI Secretariat Radio Competence Centre

Spectrum requirements • Basic description of application • Simple technical description • Current ETSI standards • Justified spectrum requirements • Possible compatibility issues • Market forecasts • Traffic evaluation • Economic/social benefit • Market window • Requested action from CEPT System ReferenceDocument All ETSI members may comment ERM RM co-ordinate Michael Sharpe, ETSI Secretariat Radio Competence Centre

How can ETSI help (3/3)? Manufacturer needs to know local frequency regulations Frequencies are managed on a national basis: CEPT Recommendations not enforceable at a European level Inform member state 4 weeks before marketing equipment Inform user of national restrictions on use Michael Sharpe, ETSI Secretariat Radio Competence Centre
The Radio Spectrum Decision Radio Spectrum Committee European Commission requests CEPT to provide frequency allocations in support of EU policies CEPT output codified into a Commission Decision Legal certainty ! CEPT and ETSI are permanent observers Michael Sharpe, ETSI Secretariat Radio Competence Centre
Example: short-range devices (including RFID) Radio Spectrum Committee Request (mandate) to CEPT on frequencies for generic SRD Review the current restrictions on use of SRD in member states Propose & prioritise further harmonisation measures Consider additional harmonised bands for SRD applications Michael Sharpe, ETSI Secretariat Radio Competence Centre
How can I contribute? • Membership of ETSI is open to any organisation with an interest in telecommunications (European or not) • Harmonised Standards produced by Technical Committees of experts drawn from members • Funded Specialist Task Forces to accelerate critical work • Public Approval Process managed by National Standards Organisations Michael Sharpe, ETSI Secretariat Radio Competence Centre
