Admissions Criteria • By knowing the Department’s criteria for defining an eligible client for OADLC services, your center can begin to determine its admission criteria. When considering a client for admission into your center, there are two initial questions to answer: • Does the applicant meet the criteria for admission? • Can your center provide the necessary OADLC services to • meet the applicant’s needs? Admissions Criteria Does the applicant meet the criteria for admission? Establishing an intake process based on the requirements set forth in Chapter 11 allows your center to make accurate and consistent eligibility determinations. The intake process ensures that only appropriate applicants are admitted to your center. The intake screening process is described in more depth in the Policy and Procedures module. Admissions Criteria Can your center provide the necessary OADLC services to meet the applicant’s needs? An applicant may be an appropriate candidate for OADLC services, but not be appropriate for your center. For example, an applicant may need the assistance of a Hoyer lift to transfer safely. Your center may not be equipped to handle this need. Other social agencies may determine an applicant is eligible for OADLC services and refer that applicant to your center; however, services cannot begin until your center has determined that the applicant meets the criteria for admission and can be adequately served by your center. Admissions Criteria • It is important to remember that certain criteria prohibit an applicant’s admission to your center. Know the Chapter 11 regulations • § 11.4. Admissions criteria. • (c) Persons who are not to be admitted to or retained in a center include persons who: • (1) Are bedfast. • (2) Have a communicable disease unless, to the extent that confidentiality laws permit, a physician certifies, in writing, that the person will not pose a serious threat to the health, safety or well-being of the clients or staff and provides specific instructions and precautions to be taken for the protection of the clients or staff at the center. The physician’s written instructions and precautions shall be followed. This is intended to protect the health of the client and is not intended to discriminate against any individual. Back Next
Admissions Criteria • § 11.4. Admissions criteria. • (c) Persons who are not to be admitted to or retained in a center include persons who: • (3) Have emotional or behavioral disorders which are destructive to self or others or disruptive in a group setting, unless the center has the capacity, including qualified staff persons to manage these problems adequately and appropriately. • (4) Are habitually addicted to alcohol or drugs and, due to the addiction, are disruptive in a group setting, unless the center has the capacity, including qualified staff persons, to manage these problems adequately and appropriately. • (5) Do not need the activities and services provided in the older adult daily • living center, and who need referral to other more appropriate programs such as a senior center or nutrition site. • A center may not serve persons whose needs are too great or whose needs can be served by other more appropriate programs. For example, applicants who do not have a functional impairment and whose needs include only socialization or a hot meal, do not meet admission criteria.
