Sun Valley Fire Department • Terminology • EMS (Emergency Medical Services) • All encompassing term of pre-hospital emergency medical care • Three levels of pre-hospital emergency medical care provider • EMR- Emergency Medical Responder • EMT- Emergency Medical Technician • Paramedic
Sun Valley Fire Department Current Fire Department Staffing: • There are 4 career members at the Fire Station on weekdays • All four are Emergency Medical Service (EMS) providers • 2 temporary Firefighter/EMTs on weekdays • 1 full-time, 1 part-time • 24 Paid-Per-Call firefighters (5-EMTs)
Sun Valley Fire Department • No staffing on weeknights and weekends at the either Fire Station (no living quarters at the fire station) • Four career members live outside of the City of Sun Valley • One member always “on-call” on nights and weekends (dedicated response) • Travel into the City on weeknights and weekends for emergency calls • This results in longer time delay of response to calls on nights and weekends
Sun Valley Fire Department • Of all Paid-per-call firefighters on SVFD- 6 live in the City • Those firefighters are not required to respond to all calls
Emergency Call Response • 2013 • Total of 212 emergency calls for service • 89 Emergency Medical Calls in Sun Valley • 52 calls were during nights or weekends • 37 calls were during weekdays
Emergency Call Response • Response Times on EMS calls for 2013: • Average of 6 minutes 30 seconds on nights and weekends • Average of 3 minutes 20 seconds on weekdays • Time difference due to no staffing at the fire stations on nights and weekends _________________________________________________ • 3 minute 10 second difference between time periods- 2013
Emergency Call Response • 2014 • Total of 109 emergency calls for service- January to July • 36 Emergency Medical Calls in Sun Valley • 25 calls were during nights or weekends • 11 calls were during weekdays

Emergency Medical Calls 2007 McGrath Report • The McGrath Report (p.45) points to the importance of recommended response time of 6 minutes or less to EMS calls. • The McGrath Report (p.290) states, ”Paid-on-call housing at this site (Elkhorn Fire Station) will allow apparatus response times to improve, especially in the evenings and nights” • Should we be meeting the less than 6 minute response time- all the time?
Emergency Medical Calls • Methods to improve response time on nights and weekends: • Add Firefighter/EMT living quarters at Elkhorn Fire Station and staff the quarters • Firefighter/EMTs staff City owned Elkhorn Springs Units
Elkhorn Fire Station- Background • 1980- Analysis performed by fire protection consultant William Miller suggesting a fire station and firefighter living quarters in the Elkhorn area • 1982- Elkhorn Fire Station constructed- East wing of Station intended to be for firefighter living quarters per plan • Interior of East wing left uncompleted, has been used for storage
Elkhorn Fire Station • City has recently looked at adding Firefighter/EMT living quarters to Elkhorn Station • December 5th 2013, Motion was passed by S.V. City Council to for architectural drawings, an estimate, and bid process for the proposed Elkhorn Fire Station remodel for Firefighter/EMT sleeping quarters
Elkhorn Fire Station • Construction of living quarters is interior – very little change to exterior aesthetics • Consist of two bedrooms, bathroom, small kitchen and living area

Firefighter/EMT Living Quarters • Estimated Cost: • $ ~198,000 Construction Estimate from Sawtooth Construction • $ ~30,000 Architectural Plans • $ ~20,000 Furniture, Appliances, Cabinets, Finishes, etc • $ 248,000 total estimated cost for firefighter living quarters
Firefighter/EMT Living Quarters • Staffing the new living quarters? • Current budget request: • 1 temporary employee converted to fulltime position of firefighter/EMT • 1new proposed career firefighter/EMT position • These positions could be placed into night and weekend coverage shifts to provide the 24 hour emergency response • Paid-call Firefighter/EMTs and career staff cover as needed • This would utilize the living quarters and decrease response times to calls-meeting the 6 minute response time
Firefighter/EMT Living Quarters • Consolidation of fire departments? • Currently- No formal talks of consolidating fire departments • Between SVFD and KFD • Elkhorn Station will always be needed for ISO rating • With consolidation- Living quarters could still be staffed with one EMT to maintain the less than 6 minute response time to calls in Elkhornarea
Firefighter/EMT Living Quarters • New Fire Station the West Side of the City with living quarters? • Elkhorn Station living quarters could become a firefighter live-in program similar to KFD Station 2- PPC firefighters pay rent • Living quarters become equivalent to an apartment • The firefighter living quarters will be utilized in some fashion indefinitely
Firefighter/EMT Living Quarters • City owned Elkhorn Springs Units? • Can these units be utilized for firefighter/EMT quarters? • Long term sustainability? • Complaints from neighbors? • Fire calls still need a response to the fire station for a fire engine
Emergency Medical Calls • Police response to EMS calls? • Beneficial when it occurs • Patient care is not their primary training or scope • They could be on another call or in Ketchum assisting KPD • Not required to respond
Emergency Medical Calls • Ambulance response from Ketchum for transport • Through a contract with Blaine County Ambulance District • Ambulance is staffed 24/7 in downtown Ketchum (KFD Station 1) • Response time to Elkhorn Area of Sun Valley Approx. 11 min • EMS providers of both departments work very well together • Sun Valley EMS providers often first on scene and render immediate medical care/sometimes assist with transport to hospital
Emergency Medical Calls • The availability of housing for full time and paid-per-call firefighters/EMTs in Sun Valley is decreasing • Response times on nights and weekends to emergency calls are increasing
Emergency Medical Calls • Firefighter living quarters at Elkhorn Fire Station would address these concerns • Utilizing Elkhorn Springs Units would be a step in the right direction, if possible to utilize • Health, Safety, and Welfare of the citizens is paramount
Emergency Medical Calls • We can continue with the current method of different levels of response time on weekdays verses weeknights and weekends or • We can deliver a more consistent level of service meeting the standard for emergency medical response
