A regionally integrated economy needs harmonization and an institutional infrastructure that is regional. Sovereignty is national, so a regional organization must have the commitment of member governments. Coordination with more people, institutions, and larger geography. Challenges
Build capacity in regional counter part institutions. Look for issues with regional leadership and Member support. Work to integrate with national programs, and with other donor and bilateral programs. Approaches
