Vote “Yes” or “No” Taxes will be placed on all three social classes. The nobles and clergymen will now have to pay at least 20% of what they have as well as support the peasant class. Whereas before they did not pay any taxes but still ran the government how they wanted to.

France in 1700’s • Considered most advanced country in Europe • Old Regime—the social and political system in France • There were three social classes or estates
First Estate • Made up of clergy of the Roman Catholic Church • Accounted for less than 1% of the population of France • Owned 10% of land in France • Contributed 2% of income to government
Second Estate • Made up of rich nobles • Accounted for 2% of the population of France • Owned 20% of the land in France • Did not pay taxes…for the most part • Held highest offices in government
Third Estate • Included bourgeoisie, urban lower class, and peasant farmers • Accounted for 97% of the population of France • Paid 50% of their income to the government (taxes)

1780’s France’s Economy was Declining… • Tax burden fell upon poor---made business impossible • Price of living was rising • Crop failures resulted in a shortage of grain----price of bread doubled by 1789
France’s Extravagant Spending • Great debt from American Revolution • Queen Marie Antoinette spent fortunes on gowns, jewels, gambling, and gifts • “Madame Deficit”
Estates-General • An assembly of representatives from all three estates • Called to approve a new tax in 1789 • Each Estate had one vote
Third Estate---Enlightenment • The Third Estate had been inspired by the Enlightenment ideas • They wanted each delegate from each estate to have a vote • This did not happen, so they created the National Assembly
National Assembly • Inspired by Emmanuel-Joseph Sieyes • Consisted of Delegates from the Third Estate • Passed laws in the name of the French people • Ended absolute monarchy and enacted a republic in France
Tennis Court Oath • Third Estate delegates broke into an indoor tennis court • Pledged to stay until a new Constitution was drawn up • Nobles and clergy who wanted reform joined their cause
Fall of Bastille • July 14, 1789 • A mob searching for gunpowder stormed and overthrew a prison, Bastille, outside of Paris • “Bastille Day” is similar to the 4th of July here in the United States
Great Fear • A wave of terror, called the Great Fear, swept throughout all of France • Riots and rumors of war swept France • A group of women marched on Versailles
