  2. Problems The number of cases with children that are closed due to “Failure to Provide Information” is high. Conflicting data are provided by those who perceive a churning problem (outreach workers, QUEST health plans, and Med-QUEST Ongoing Units) and those who don’t (Med-QUEST Policy and Program Development Office).

  4. Goal All eligible children and youth in Hawai‘i will keep theirpublic health insurance benefits without interruption. Objectives Decrease the number of MQD cases with children that closed during the renewal process due to failure to provide information in Honolulu Ongoing Unit III to zero within six months. 2. MQD’s ongoing case workers will work more efficientlyand spend more quality time on IEVS reports. Method Implement passive renewals through a computerized systemfor Med-QUEST cases with children.

Three Application and Renewal Simplification Workgroup meetings with DHS director since26 August 2003. Workgroup agreed the renewal form will not be returned to Med-QUEST with a signature if there are no changes in family circumstances.
