Idaho Historical Perspective • 1991 – Idaho Hazardous Substance Response Act • SERC – State Emergency Response Commission is authorized to create and establish Regional Hazardous Materials Response Teams • Goal – Strategically locate three regional teams – Northern, Southeast, & Southwest • “The teams will be called into action to assist local governments in the mitigation of emergencies involving hazardous substances that go beyond local response capabilities.
