Kentucky’s SPF SIG Kentucky’s SPF SIG project is called the “The Commonwealth Alliance for Substance Abuse Prevention.” The vision and mission statement, developed by the Advisory Council, are included below. Vision: A Commonwealth of empowered individuals, free of substance abuse sustained by community partnerships. Mission: To strengthen communities’ efforts to reduce substance abuse and its consequences by using the strategic prevention framework.
SPF SIG – The National Picture • SPF SIG represents a move towards a common planning process for substance abuse prevention
AWARD • $2.35 m. per year • 5 – 7 year period • A minimum of 85% to communities – spent at the local level for prevention strategies and capacity building • Cooperative Agreement
SPF GOALS • Prevent the onset and reduce the progression of substance abuse including childhood and underage drinking • Reduce substance abuse-related problems in the communities • Build prevention capacity and infrastructure at the state and community levels

So What’s New About SPF? • Epidemiological approach • Establishes state substance abuse priorities through a comprehensive needs assessment • Addresses new substances and new target populations • Allows more flexibility in selection of programs and strategies • More emphasis on sustainability and cultural competency

Benefits: • The SPF Addresses Gaps in the State Prevention System Increased interagency collaboration among key agencies A system for collecting, organizing and sharing substance abuse-related data (Data Warehouse) Better data on adult substance abuse and more prevention strategies reaching adults and young adults (KY Statewide Drug Control Assessment Summit Report, 2004)
