4. VETERAN-OWNED BUSINESS • PURPOSE • Expand existing and establish new assistance programs for veterans who own and operate small business firms • Establish new institutions to provide SB assistance to veterans • Support institutions that provide such assistance

VETERAN-OWNED BUSINESS • PURPOSE (continued) • Provide business counseling and training to any small business concern adversely affected by deployment of units of the Armed Forces in support of military conflict • Recognize that many veterans and/or reservists have been negatively impacted by numerous military deployments over past 10 years

6. VETERAN-OWNED BUSINESS • Veterans Benefits Act of 2003 PURPOSE • Establish a Procurement Program for Small Business Concerns Owned and Controlled by Service Connected Disabled Veterans

7. VETERAN-OWNED BUSINESS • DEFINITIONS – SERVICE CONNECTED DISABLED VETERAN • Service connected disabled veteran • The disability was incurred or aggravated, or that death resulted from a disability incurred or aggravated in the line of duty (Title 38, U.S.C.)

VETERAN-OWNED BUSINESS • DEFINITION – SERVICE CONNECTED DISABLED VETERAN (continued) • Small Business Concern owned and controlled by a service disabled veteran • 51% or more owned, operated and managed by one or more service connected disabled veterans • In the case of a veteran with permanent and severe disability, the daily operations and management are performed by the spouse or permanent caregiver

10. VETERAN-OWNED BUSINESS • PROCESS – Service Connected Disabled Owned Veteran • Proof of veteran status • Currently self certification for Government • Prime Contractors require copy of DD Form 214 and Depart of Veteran Affairs letter establishing disability. No specific % required can be 0%

11. VETERAN-OWNED BUSINESS • SERVICE CONNECTED DISABLED OWNED VETERAN SET-ASIDE OVER $100,000 • Reasonable expectation that at least TWO responsible SDVO SBC’s will submit offers; and • Award can be made at a fair market price

12. VETERAN-OWNED BUSINESS • A CO may award a SOLE SOURCE contract to a SCDVO small business if: • Determines that none of the SCDVO SBC set-aside exemptions or provisions apply • Anticipated award price of the contract, including options will not exceed: • $5.0M for manufacturing requirements

13. VETERAN-OWNED BUSINESS • Continued • $3.0M for all other requirements • ScDVO small business is a responsible contractor able to perform the contract • Award can be made at a fair and reasonable price.
