UNCLASSIFIED DD JS J7, Joint and Coalition WarfightingEmerging OPFOR Capabilities • OPFOR support to CCMDs provided by USJFCOM and JCW traditionally focused • primarily on depiction of adversary’s tactical forces using modeling/simulation • JCW developing enhanced capability to facilitate the design, planning, and execution • of a wider array of OPFOR options, ranging from scripted adversary to a dynamic, • free-thinking adversary • Recently provided robust OPFOR support to major USCENTCOM exercise • Dynamic, free-thinking, and competitive OPFOR • Depicted full range of adversary’s capabilities, • Strategic to tactical, lethal and non-lethal (to include cyber, space, EW, etc.) • More than just military --- also depicted diplomatic, informational, and • economic capabilities of adversary • OPFOR’s used all means to defeat training audience, but still under JECG and • exercise director’s control to ensure appropriate restraint • Subject matter experts from DIA, NASIC, ONI, NGIC, CIA, CYBERCOM, etc. ensured • accurate depiction of adversary’s capabilities • Coordinate OPFOR support through JCW LNO or Desk Officer

Collective Training & Regional Security Cooperation Network (RSCN) Shifting the Emphasis Program Description and Guidance: • A priority goal of the RSCN program is to designate resources to improve interoperability between U.S. and foreign militaries and to enhance regional security cooperation. • Strategic Guidance and CE2T2 Program Goals & Objectives provide the guidance and focus areas for the program. • JS J-7 JCW provides the CCMDs an exercise and engagement enabling capability for Security Cooperation exercise support. This capability includes dedicated Gov / Mil event planner / ADL support and fiscal resources . - Support will generally be decided using existing CE2 business rules. - Proposals for exercise support will need to show linkage to OSD Defense Priorities for regional multinational engagement and be in concert with RSCN program goals. Way Ahead: Status / Way Ahead: • Note that rest of FY 12 and FY 13 will allow for requirements definition & program ramp-up, depending on maturity of CCMD events. • CCMDs decide if they want to use this capability. • Provide proposal through JS J-7 JCW desk officer / JS J-7 LNO.
