Introduction Government policy shift for HIV South Africa – Partnership Framework Planning – Dept of Performance, M&E Accountability and Transparency – Aid Effectiveness Framework
Background • Pre existing tracking systems • Disparate and scattered • Rationalization of PEPFAR IP’s • Alignment with DoH and priority for programming • First attempt at a partner inventory – 2009 • Second – June 2010, first update June 2011
Purpose • Gather, report and display information from PEPFAR partners about • Contact details, budget per province, non-site technical assistance, site-specific work, staffingand their associated costs, program distribution
Objective – a web-based end-user desktop system • Process (IT and Survey) • 129 prime partners • Excel capturing tool e-mailed with telephonic follow up and TA • Access database consolidation and PostGres db online • Staffing needs • 3 data capturers, GIS Specialist, 2 PHP Developers
It didn’t take much Survey time Software Development Budget Waiting for decisions 1 month 2 months (3 including weekends) 3 data capturers (plus GIS geek & a couple of developers*) 4 ever!! * Terms and conditions apply
Technology • Approx 6,600 sites geo-coded (i.e. placed on earth using GPS coordinates) from a combination of tools • Streetmaps, Google Earth, Google Maps, and data from EMISand the DHIS • Reporting and mapping tool developed using open source tools
Data validation • Positional accuracy and attribute accuracy • Face Validation 10 questionnaire items used to determine face validity of reported data • Assessment of completeness indicated 97% of the partners completed the Inventory - overall score of 88% could be assigned according to face validation • The score would have been higher if activity managers championed the review of the data
Strategic decision making and planning with SA Govt Opportunity for transparency and accountability to SA Govt Internal transparency within USG a possibility Allows for tracking of USD investment in HIV/AIDS by geography Allows for tracking of provincial activity and budget coverage
Challenges • Master Facility List • Program Manager involvement from USG • Changing requirements • Bandwidth to view the mapping tool • Budget information and transparency – reluctance • Update interval – currently yearly
Conclusions & Recommendations • Access to data is a critical requirement to enable transparency & accountability • Measuring the progress for getting to zero requires support from all stakeholders • Expenditure information is a critical piece of the puzzle to match effort to cost • Accessibility of this information to local governments help with local and national planning and coordination
