HOC Concept The Humanitarian Operations Center is a coordination facility staffed by Civil Affairs Personnel. It provides interface between US military forces, coalition partners, International Organizations, and Non-governmental Organizations with the shared interest of providing humanitarian assistance to a populace in need.
Functions • Coordinate humanitarian assistance efforts with coalition partners and regionally focused IO/NGOs to limit the impact of combat operations on the populace • Coordinate with IO/NGO/USG to synchronize Dislocated Civilian operations • Share civil affairs assessments with interested organizations • Provide unclassified intelligence and operational update ISO Humanitarian Assistance Operations • Work to provide security for humanitarian assistance resources operating in semi-permissive areas
Planning Considerations • Proposed Location: Hotel with conference room, accessible, coordinated with Government of Kuwait • Time: Can be established in 10 Days • Personnel: Special Functions/low density high demand (Medical/Logistician Representation) • IO/NGO Representation: Effectiveness of HOC is dependent upon commitment of HA community accepting this concept, contributing to its development and communicating its establishment • Resourcing: Continue to refine requirements for operational needs • HOC Establishment sensitivity: Coordination with military built into IO/NGO/PVO operational plans—our effort does not imply any formal decisions by our military or political leadership
Operations • Concept modified based upon successful operations in the United States, Bosnia, Kosovo, East Timor, Central America, and Afghanistan • Structure – manned by military civil affairs operators, special staff (Public Health, Logistics, and Legal experts), along with coalition and IO/NGO representatives • Daily Operational and Intelligence summaries provide key players timely information and assessments of areas not easily accessible
