Primary capacity access Firm capacity – long and short term Capacity valuation through transparent information; Maximum available capacity Booked or contracted amounts Historic flow information Basis and mechanism for pricing capacity Effective secondary market Bilateral or through a platform Possibility of disaggregation of capacity contracts necessary Transaction times should be virtually instantaneous (EASEEgas CBP) Removing the barriers to capacity trading could highlight any capacity hoarding Coordinated cross border and EU approach is necessary Access to firm capacity
A coherent plan for interaction and investment across Europe • The ability to move gas across borders is of great importance to ensure gas can reach all European markets • TSOs should actively seek to reduce the complexity of cross border transactions – bundled products • ENTSOG should enable TSOs to work better together • StatoilHydro welcomes the early development proposed by GTE+ ahead of 3rd package implementation & will continue to participate in the development work
