  7. The challenge: a balancing act How do we provide guidance that is clear, and forward-looking but also comprehensive enough to meet needs?

  9. Convenient Make recycling and composting as convenient to residents as garbage collection. Provide containers for recyclable material at the same location as containers for garbage.

  10. Adequate (capacity) Areas for recycling shall be adequate in capacity, number, and distribution. Define a specific allowance for storage and collection capacity, including for organics collection.
