  1. GRAVITY Dropout Reengagement Consortium • House Bill 1418 adopted in 2010; OSPI regulations adopted in September, 2011 • Legal framework supports a new and unique statewide dropout reengagement system for older youth • Student Eligibility: - 16 to 21 years old & not graduated - significantly behind in academic credit - not currently enrolled in any educational program receiving state BEA funding (462 10th –12th in Class of 2010) - if not credit deficient, recommended by a case manager -released from their district of residence (out of district students only)

  2. Performance-Based Funding • Student FTE based on planned program (900 hours peryear) • Standard 25 hours weekly of enrollment as definition for student FTE does not apply • Program participants considered 1.0 FTE, regardless of hours of attendance, for at least 3 months • Participants must achieve one or more performance measures within the three month period to qualify for an additional 3 months of program funding: • Credential attainment (GED, diploma, degree or work credential) • Significant math/reading progress (pre- & post-test) • Completion of college readiness or work readiness coursework • 45 or more hours of work-based learning • - One of several college progress measures

  3. Program Requirements • Instruction must include: - academic skills & GED preparation coursework with curriculum and instruction that is appropriate to each student's skills levels and academic goals - college readiness & work readiness preparation course work • Instruction may include: - vocational training - ESL - college prep math or writing - other, including WBL - high school credit recovery • Case management must be provided, including: - support - academic advising - career guidance information - employment assistance - referrals to social and health services

Instructional Program Core educational program • personalized academic program at core site ( math, English, GED prep) • open-source videos (i.e…Kahn Academy) with teacher tools (assign to each student per content needed to improve skills) • strong emphasis on 21st  Century skills, including technology skills, information literacy, leadership skills, etc.) • service learning/civic engagement • financial literacy, nutrition, wellness and health (Positive Youth Development model) • cultural relevancy • career preparation and work readiness skills

  5. Instructional Program, cont. Personalized Program Options IT academy additional career focus content areas (contract with New Market or S. Puget Sound CC; GUB – beginning in summer of 2013) online learning credits (Advanced Academics) work-based learning school-based part-time program (i.e...APEX) GED predictor tests

  6. Instructional Program, cont. Case Management career and educational  planning motivation and barrier reduction referrals to support services in the community or at schools Staffing and Siting core instructional program and case management available at core sites minimum level: 3 instructional staff (1.5 cert. minimum) and one case manager with 75 students Sites: downtown site (Community Youth Services); possible  Boys & Girls Club sites in Yelm and Rochester (available one day per week)

Governance Structure • Policy Board • Thurston Superintendents and ESD Superintendent • approve policy, procedure and budget • meet quarterly (concurrent with area superintendent meetings) • Operations Board • Representatives from school districts, ESD 113, Pacific Mountain Workforce Development Council, , S. Puget Sound Community College, Community Youth Services, United Way of Thurston County, TOGETHER of Thurston County, Thurston County Juvenile Court • Make recommendations to the Board on policy, procedure and budget • Oversee program development and operations • Meet monthly
