Decrease in Rates • According to the Abortion Surveillance System conducted by the CDC, abortion rates have declined. • For example, from 2008 to 2009, the abortion rate dropped 2% (Center for Disease Control, 2012) • The study is only based on reported professional abortions. • It is not clear whether the decline is due to reduced necessity for abortion or as a result of more restrictive abortion laws throughout the states
Abortion and eugenics • In a 2006 poll conducted by the National Opinion Research Center, 70% of Americans reported that they believed a woman should be able to obtain an abortion on the circumstance that her child will be born with abnormalities. (Harmon, 2007) • Before beginning his regime, Adolf Hitler read Eugen Fischer’s Principles of Human Heredity and Racial Hygeine, inspiring his ideas of a “perfect race” • In accordance with the Final Solution, Hitler ordered the sterilization of those with physical and mental deficiencies. By 1939, over 400,000 had been sterilized. • Choosing to abort a fetus based on prenatal detection of anomalies has been criticized as a eugenic practice. (Harmon, 2007) • Where does it stop?
Abortion and eugenics • However, according to Dr. Arthur Caplan of the University of Pennsylvania, there is a difference between forced abortion by a third party and a mother’s private choice to abort. • “Certainly, it is morally objectionable for governments or institutions or any third party to compel or coerce anyone’s reproductive behavior.” (Caplan, 1999) • Caplan argues that terminating a pregnancy based on projected social factors such as prejudice is morally wrong. • A parent’s choice in the genetics of their child is similar to any other child rearing practices so long as it is for the sole benefit of the child. (Caplan, 1999)
