  6. NATUREZA DO DECRETO AUTÔNOMO • Ato normativo primário, portanto: • sujeita-se ao controle de constitucionalidade; • não se sujeita à sustação do Art. 49, V, CR/88. • Na hipótese do Art. 84, VI, b, da CR/88 é ato normativo de efeitos concretos.

  7. MATÉRIA DE DECRETO AUTÔNOMO • Estruturação e atribuições intestinas dos ministérios e órgãos públicos, sem aumento de despesa; • extinção de funções ou cargos públicos, quando vagos.
