3. USP – DAWACO OVERVIEW • Start: October 2007 • Objectives: - Utility support and improvement of management capacity in water supply sector for Dawaco. - NRW rate reduction. - Improvement of water quality. • Improvement of service quality. • Support to the poor. • End: 2011

4. MANAGEMENT • Building ERP system, Billing system and customer relation, asset management (GIS). • Setting up handbook of design and construction management… • Organizing training course to improve management capacity for management team of the Company. • Training courses in the Netherlands for 25managers and technical staff of the Company in each subject: water production, customer and network management. • Supporting the Company to improve customer service, service quality control; organizing training courses in customer transaction for collectors and water meter readers of the Company. Organizing Customer panel to strengthen customer relation and information exchange with customers. • Cooperation to ADB and Dawaco to organize successfully NRW Workshop in Danang.

5. WATER PRODUCTION • Setting up maintenance program for machines and equipments. • Installation of quality control meters (flow, pressure, water quality) at Cau Do and San Bay WTP. • Setting up system to transfer data of water quality control and water production management at WTP’s.

6. DISTRIBUTION NETWORK MANAGEMENT • Zoning and network separation for water supply management; • Setting up Caretaker system; • Building system of flow and pressure management in the network; • Implementing NRW reduction pilots, proposing solutions to improve management capacity to reduce NRW; • Purchasing facilities for Control Center - Network management Department, water meter calibration factory and acoustic team  serve for network management and NRW reduction.

7. SUPPORT TO THE POOR • USP has provided 9,160 meters with free of charge installation to poor people in the city of Da Nang in order to contribute to improvement of their living standards.

13. DAWACO CONCERNS • Co-operation between Dawaco and VEI will be comprehensive, wide and deep in the future • Further improvement of production quality and safety water supply • WTP’s management, network management and customer management • Effective implementation of ADB loan project of “Extension of Danang water supply network in the period of 2012-2018” • Investment in extension of water supply network for rural areas • Training through labour contracts to have high quality human resource

CONCLUSIONS • During short time of cooperation but the USP really improves total operation efficiency for Dawaco. • Building properly model of Public – Private Partnership (PPP), successfully implementing strategies of the partnership which agreed in the USP. • Creating a good relationship between Danang City and Danang Water supply Company with Vitens Evides International the Netherlands. • Strengthening relationship between Vietnam Water utilities: Hai Phong, Nghe An, Quang Tri, Thua Thien Hue, Danang, Howaco and others.
