3. Strategic cluster #1 Goal:
Global standards on health, safety and environmental conservation are maintained in southern Africa HSE is therefore no longer treated in an ad-hoc manner within the business plan of Sabita – it now forms a key strategic cluster in its own right

Opportunities within the governance structures of Sabita for self-regulation by all sectors
Up-to-date guidelines on best available technology (to meet objectives)

Centre for occupational safety, health and environmental conservation (COSHEC) The council of Sabita no longer operates on the basis of standing committees. Rather focus groups are identified and manned with non-permanent members competent in the specific topic(s) being addressed at any time.

A policy on the introduction of best practice and best available technology (BAT) covering the full spectrum of industry activities
A protocol for self-regulation to ensure that safety standards are maintained and environmental conservation is not compromised Global developments – catch up
BAT is viewed world-wide as the pragmatic point of departure. Reach for that which is within reach and offers the opportunity for high gain in the shorter term

9. Action plans Formulate safe work practices
Formalise bitumen safety training
Re-classify pen grade bitumen for road transport
Develop incident reporting database

Investigate and document alternatives for coal tar
These action plans reflect the intent of the industry to regulate itself in terms of current requirements for responsible action.
