  28. Conclusions Positive signals? ANSVSA checked 74 public kennels (>50% not complying with Law) ANSVSA createdananimalpolicedepartment with localrepresentatives in eachcounty ANSVSA opened a strong dialogue with severalforeignanimal welfare organizations
