  2. LEADING THE CONVERGENCE PROCESS • WCDCs should facilitate linkages with relevant programmes of various depts. with watershed development projects for enhancement of productivity & Livelihoods

LEADING THE CONVERGENCE PROCESS • The District Panchayath will have an important role of governance in matters relating to coordination of various sectoral schemes with Watershed projects • At district level – Project Manager & WCDC should integrate watershed development plans into District Plans in consultation with DPC

  4. LEADING THE CONVERGENCE PROCESS • At PIA level – Block Panchayath should ensure that all convergence possiblities at field level included in the DPR itself, through the Convergence Matrix • PIAs are responsible for implementation of convergence arrangements through WDTs and in collaboration with the functionaries of line departments. • They would facilitate mobilization of additional financial resources from other programmes such as NREGS, BRGF, NHM, NRLM etc.

  5. INSTITUTIONAL CONVERGENCE Possible Departments :to Converge at various levels • Agriculture • Horticulture • Animal Husbandry and Dairy • Fisheries • Forestry • Rural Development

  6. INSTITUTIONAL CONVERGENCE …. Possible Institutions • State Agri /Horti / Vet Universities • ICAR institutions • Training institutions • Co-operatives • Farmer Organizations • Non Government Organizations • Credit & input support agencies

  7. CONVERGENCE POSSIBILITIES OF SELECTED PROGRAMMES WITH IWMP

  8. RKVY 1.Multi-Sectoral, flexibilities with the States, Projects based on priorities reflected in Comprehensive District Agri. Plans (C- DAPs) 2.A System integration programme for intervention in agri, horti, AH, Fisheries, Forestry etc. for selected WSs in districts/region may be developed and approach State Level Sanctioning Committee 3. Interventions could be with/without funds(financial or programmatic)

NHM/SHM • Holistic development of Horticulture sector • Eight categories of interventions like: improved planting material , area expansion, high-tech applications , infrastructure support, development of horti clusters,HRD etc. • WCDC/WDTs may obtain quality planting material from NHM/SHM credited outlets and seek technological back up as per horti development need of WS

NHM….Contd • District Horticulture Mission should have representation of WCDC/WDTs • WDTs and KVKs may interact for development and distribution of quality planting material • Watershed/MNREGA may develop farm ponds/ Conservation structures and polythene lining and drip system required for horticulture may come from NHM/other programmes

ATMA • Focus on Extension Reforms • Extension Activities include training, demonstrations, exposure visits, farmer empowerment, Farmer Field Schools, and field extension • Farmer Interest Groups/Commodity Interest Groups may converge with UGs • WCDCs need to be suitably represented in ATMA GB • ATMA Field Programmes could be organized in WSs jointly through WDTs & Block Technology Teams (BTT)

ATMA …. • WCDCs & WDTs to look into the Strategic Research & Extension Plans (SREP) and Block Action Plans (BAP) of ATMA for convergence modalities • Farmer Friends (FFs), Village Extension Workers (VEWs) and Subject Matter Specialists(of ATMAs&KVKs) need to be oriented on WDT Field programmes • IWMP training strategy dovetailed to ATMA/KVKs. SAMETI to develop trng modules • Interface between SLNA and State level Inter Departmental Working Group (IDWG) of ATMA on quarterly basis for policy level interventions on convergence modalities

KVKs • KVKs centered around Frontline Extension Programme of ICAR/SAUs • Major activities include: Technology Assessment and Refinement (On Farm trials), Frontline Demonstrations, Training of Farmers and other extension activities like Farmer-Scientist Interactions, KisanMelas, Mobile Advisory Services and providing technological backstopping to the the field programmes

KVK-IWMP Linkages • MoU based linkages for training and technology testing • Involvement of KVK Subject Matter Specialists for knowledge backstopping • Drawing learnings from micro level farming situation reports of KVKs • Developing Joint Training modules & Strategies for dissemination of WS technologies as per specific requirements of a particular WS

KVK-IWMP Linkages… • Every KVK is headed by the Programme Coordinator and he is assisted by 6 Subject Matter Specialists in various subjects like agronomy, plant protection, soil science, home science, agricultural extension etc. There is strong possibility of collaboration of these SMSs with WDTs

National Mission for Sustainable Agriculture (NMSA) • Major Components are Rainfed Area Development Programme, Soil Health Management, Micro- irrigation etc. • Soil health issues could be addressed jointly by RADP & IWMP • Soil Resource Mapping, Soil testing, distribution on portable soil testing kits, soil health awareness campaigns etc. can be taken up • Promotion of Micro irrigation around Water Conservation Bodies in rainfed areas with focus on judicious and timely use of available water (promotion of drips & sprinklers)

  17. NATIONAL DAIRY PLAN • Promoting Dairy Farmer Producer Companies, Dairy Farmer Producer Organizations • WCDCs and Dist. Level Milk Unions to collaborate on use of Primary Milk Coops in WS areas for programme delivery • SHGs/CIGs/UGs in a given watershed can be part of this process

LIVESTOCK HEALTH & DISEASE CONTROL PROGRAMME • Animal Health Camps in Watersheds in collaboration with the line Department functionaries • WDTs to focus on Small ruminants and Backyard Poultry depending on the potential • National Livestock Mission may have special windows for Watershed areas

NATIONAL FISHERIES DEVP BOARD PROGRAMME • NFDB progs for inland (and marine) • Water conservation in perennial surface water bodies through WS progs • Fish Seeds through line Department • Community participation for water management and fish production & auction through PRIs • Fisheries training through KVKs/ATMAs and outlets of SAUs and ICAR Institutes

  20. Mahatma Gandhi NREGA • Soil & Water Conservation works through MNREGA bringing in System integration led by WDTs • Priority should be given to the conservation works reflected in DPRs • Larger earthworks not covered by IWMP should be covered by MNEREGA • DPR plans should be much larger than Rs.12,000/- or 15,000/-, such works can be taken up under NREGS after exhausting IWMP funds

  21. NRLM • Synergy between NRLM projects and Watershed projects • NRLM Skill Development camps in Watershed areas • Promotion of livelihoods and income generating activities in WS areas • Organizing joint training strategies accordingly

  22. NABARD Linkage • Involvement of District Development Manager (DDM) at various levels especially for credit linkages • Farming Systems – input support and credit linkages equilibrium could be obtained in WSs • Look into Potential Linked Credit Plans as one of the instrument of convergence and to capture the convergence priorities • Help mobilize credit support for the entrepreneurs WS areas

WS-Environment & Forest Linkages • Forest area – Joint Ridge treatment planning • Forest Dept. to treat upper ridges as per specification of the lower level requirements as per needs of the WDTs • Community forestry and social forestry – planting material to come from Forestry Dept. • Scope for Joint training strategies

  24. GREEN INDIA MISSION • Focus on enhanced eco-system services through afforestation on degraded lands • Possibility of massive plantation drives in WSs

  25. WAY AHED…. • Convergence Matrix: Every DPR of WS should have systematically developed Convergence Matrix drawing share and roles of converging partners

WAY AHED… • Location specific convergence back up would be worked out by the WCDCs in collaboration with the district and block level functionaries of the line departments. • As a strong convergence requirement the WCDCs & WDTs to be represented on the district level structures such as ATMA Governing Board & Management Committees, District Horticulture Mission, Scientific Advisory Committee of KVKs etc

  27. Training Strategies for Convergence • Location specific training modalities would be worked out by the WCDCs in collaboration with the training institutes at the district/block level like KVKs/ATMAs etc • The field agencies like KVKs, ATMAs & WDTs would need to be geared up accordingly for training & CB of farmers/farmer groups
