SAFECOM Survey In an effort to improve the SAFECOM System, the SAFECOM Working Group (SWG) launched a survey on the SAFECOM System to gather attitudes and ideas regarding the system.
SAFECOM Survey • The survey collected 473 responses. Of those, 355 identified themselves as federal, 51 state/other, and 67 as vendors • There were over 3,500 comments with an average of 271 comments per question that the SWG reviewed, analyzed and categorized by Management, Field/Pilot and Vendor. • The SAFECOM system is widely seen as a good way to prevent accidents through lessons learned. Personnel have identified reasons why they do not report and none of the reasons are insurmountable.

SAFECOM Survey Proposed Key Action Items • Develop a SAFECOM training program • Develop a promotional campaign for the SAFECOM system • Provide consistent guidance on maintenance reporting in the SAFECOM system • Ensure that policy establishes a clear understanding that the SAFECOM system is not to be used punitively • Provide consistent SAFECOM guidance throughout various policy documents, handbooks and guides. • System functionality and programmatic changes

Moving SAFECOM forward As the aviation community (agency personnel, cooperators and vendors), we need to set the tone, work together as a team and embrace a reporting culture. We all need to focus our attention on the positive aspects of the system and put negative connotations and past misuse behind us. As we progress into SMS, we cannot hold onto the past way of conducting operations. *A reporting culture is a proven component in enhancing aviation safety.
What can you do? • Communications with all parties in the submittal of a SAFECOM is crucial in building trust and developing the team concept and learning/reporting culture. • Folks need to be willing to speak up on their experiences, both positive and negative, to ensure everyone comes home at the end of the day.
What can you do? • Take time to mentor on the value and use of the system. (vendors, trainees, management etc) • Provide contact information so follow up can be accomplished. • Use SAFECOM summaries to open discussions on risk levels and mitigation.
The RO commitment….. • Follow up contact on reports with submitter information. • Pursue reported mis-use or punitive actions by system managers. • Continue to develop and distribute summaries on reported hazards and lessons learned. • Provide training and promotion on the system.
