Innovative Program Delivery • Administer transportation projects through the use of alternative and innovative delivery methods including Design-Build • Provide technical support and engineering project management services to the P3 Division during the development and implementation of P3 projects • Oversee feasibility studies and special projects in conjunction with Georgia Economic Development (GDEcD), and the Georgia Regional Transportation Authority (GRTA) Park & Ride Facilities
Managed Lanes • Provide motorists another travel option to the “toll-free” general purpose lanes that exist today • Actively managed through pricing, access, and/or occupancy requirements in order to maintain free-flowing traffic, even during morning and evening rush hours • Provide an option to save trip time when the general purpose lanes are congested • Provide drivers with more reliable trip times on those days when they need it
Managed Lanes • Two occupancy policies (vehicle eligibility and tolling options) are under consideration for each managed lane in Georgia • HOT - High Occupancy Toll Lanes • ETL - Express Toll Lanes
HOT - High Occupancy Toll Lanes • Allows solo drivers into the lanes for a toll • Also allows registered vehicles to use lanes toll-free • carpoolers • Transit vehicles • Alternate Fuel Vehicles (AFV) • motorcycles • emergency vehicles
ETL - Express Toll Lanes • Tolling of most vehicles regardless of occupancy • Registered transit vehicles, vanpools, and emergency vehicles may ride in the lanes toll-free
Managed Lanes In Georgia • State Transportation Board Resolution (June 2007) • All new capacity lanes within limited access corridor in Metro-Atlanta shall be managed • Mobility shall be guaranteed in managed lanes • Lane management relies on eligibility, congestion pricing, and/or accessibility • Each solution tailored to individual corridor needs
Managed Lanes In Georgia • State Transportation Board Resolution (December 2009) • Adopted the Managed Lane System Plan as a guide to use in developing individual Managed Lane projects within Metro-Atlanta • State Transportation Board Resolution (May 2012) • Directs GDOT staff to actively collaborate with transit and multi-use trails initiatives within individual Manage Lane project corridors so to foster thoughtful utilization of the existing asset on each corridor for both highway and transit modes
Northwest Corridor Project Overview • GDOT Project Manager – John Hancock • Project length of 29.7 miles (I-75 & I-575) • Two (2) reversible barrier separated managed lanes along the west side of I-75 from I-285 to I-575/I -75 interchange • One (1) reversible barrier-separated managed lane in the median from the I-75/I-575 interchange from both I-575 to Sixes Road, and along I-75 to Hickory Grove Road • P3 Project (Design, Build, Finance)
Northwest Corridor Project Overview • Six (6) managed or tolled lane interchanges along I-75 • Three (3) slip ramp locations along I-575 • Slip ramps allow access to and from the existing highway to the managed lanes
Northwest Corridor Project Overview • Environmental approval by FHWA (anticipated in January 2013) required prior to start of final design • GDOT Right of Way Acquisition - 14 full parcels and 65 partial parcel
I-75 South Express Lanes Overview • GDOT Project Manager – Kelvin Mullins • Two reversible barrier separated lanes from SR 138 (with access to I-675) to SR 20 • One reversible barrier separated lane from north of SR 20 to SR 155 • Access points have been studied at SR 138, ramps to I-675, Jonesboro Road, north of SR 20 and SR 155 • Project delivery method: Design-Build • Toll policy: ETL under examination • Approximate cost: $145M
I-85 North Express Lanes Overview • GDOT Project Manager – Loren Bartlett • Build new buffer separated toll lanes (one in each direction) • From Old Peachtree Road (termini of existing I-85 Express Lanes) to Hamilton Mill Road • Project delivery method: Design Build • Toll policy: HOT3+ under examination • Approximate cost: $100M • NEPA approval anticipated: Spring 2014 • Design-Build Contract Letting: Summer 2014
Tolling and ITS on Managed Lanes • Statutory Requirements in Georgia Code § 32-10 include: • General toll powers; police powers; rules and regulations • Fixing, revising, charging, and collecting tolls • Power of authority to issue bonds generally; pledging of tolls and other project revenues for payment of principal and interest of bonds; attributes of bonds generally • Pledges of revenues, tolls, and earnings
