Nine Minimum Control Status • Most of the communities are progressing toward full implementation of the NMCs. • Proper Operation and Maintenance and Pretreatment are two of the NMCs that are below 90% implementation. • Focus now is LTCP submittal which incorporates NMC implementation.
Long Term Control Plan (LTCP) Status • Only 2 Communities have not submitted a LTCP and 17 Communities are still waiting on State Approval. • Currently 43 out of the 49 CSO Communities have either a Federal or State enforcement action against them. • The LTCP for Louisville MSD was revised in 2012 and is currently being reviewed for approval by EPA and KDEP, with approval anticipated later this fall. • Coraopolis Borough is waiting on a revised LTCP. • In Pennsylvania, 3 Communities have completed the Presumption Approach (85% capture) and two Communities are underway.
CSO Data Request • ORSANCO staff has been working with Region 5 on the Bacteria TMDL. The TMDL Workgroup has made several attempts to obtain data directly from each CSO Community, but information is still lacking to obtain a complete understanding of the characteristics of many of them. • ORSANCO staff has also sent out data requests and has received little feedback. • Region 5 has requested more information from the CSO Communities with a deadline of November 1, 2013. • Once more data is available ORSANCO plans on compiling it and using it to track the CSO Communities progress. • CSO data will also be available electronically through the ICIS-NPDES database which will make gathering this data easier in the future.
