Fairer Housing Unit Background • Established in April 2012, the Fairer Housing Unit has oversight of housing activity across the Council to ensure resources are used effectively • Housing is integral to many decisions residents make about where they work, schools children attend, leisure time and spend • Future proposals need to ensure Council can increase supply of good quality homes across city
Fairer Housing Unit Background • Created £25m Newcastle Future Homes Fund • Fund will be used to draw in match funding from variety of sources to increase number of affordable homes and to retain households in city • The Fairer Housing Unit will work across three themes • Fairer Access to Housing • Fairer Commissioning of Housing • Fairer Delivery of Housing
Fairer Housing UnitBackground • Management of Future Homes Fund • Older persons housing – provide up to 6 models for older people with care and support needs • Over next 3 years bring 250 empty properties back into residential use • Investment programme to enable more households access to new build • Investment programme of community based housing projects: self build; young person to let; training & apprenticeship schemes
Fairer Housing Unit Background • Research housing needs, determine gaps, promote good • practice • Market private rented sector, develop new delivery models • Ensure social providers fulfil contractual obligations • Ensure policies set targets for the delivery of affordable • homes • Work with YHN and Leazes Homes • Lobby regional and government bodies on issues and • policies pertinent to the city
Community led housing • Community led housing and self build government priority • Local priority; part of the co-operative Council principles • Image of self build & community led housing influenced by media • Self build has many formats • Limited take up in Newcastle, but interest is growing
Community led housing - barriers • Local understanding, attitudes and knowledge • Governance structures and organisations • Time • Finance • Land • Red tape
Role of Newcastle City Council • The Council will act as a facilitator to development • Discussions with national lenders • Discussions with developers • Assist with identifying suitable land • Assist with development of groups • Assist with progressing sound projects • Appropriate use of Future Homes Funds (£1m)
Role of Newcastle City Council • Work closely with HCA to facilitate community aspirations and progress developments • Council is part of the Community led housing network • Mutual exchange of information to facilitate development
Role of Newcastle City Council • Community led groups will receive free pre planning advice • Limitations on developments will depend on location and access – size, volume and design • Council will encourage projects that use sustainable technologies and sustainable lifestyles
Summary • Council is not the dream builder but can help organisations realise the dreams • Officer support and time available • Act as a conduit to other departments • Work closely with HCA and other organisations • Future Homes Fund can be used be help projects – that will deliver
