This training will assist staff in the following ways: • FAA Airman DUI / DWI Program • DOT/FAA regulations regarding substance use and drug screens • Learn about substance abuse and how it relates to the job place • Identify commonly used substances, dangers associated with use, signs and symptoms of use • Support systems staff

  3. Federal Aviation Administration Airman DUI / DWI Program

  4. FAA Airman DUI / DWI Program • Any person containing an Airmen Certification is bound by certain responsibilities in regards to alcohol use outside of work. • If an Airman is charged, convicted or penalized for an alcohol related driving offense, the Airman is required to report it to the FAA. • Section 61.15(e): “Each person holding a certificate issued under this part shall provide a written report of each motor vehicle action (MVA) to the FAA’s Security and Investigation Division not later than 60 days after the motor vehicle action.”

DUI / DWI Program…continued The report must include the following information: • Persons name, address, date of birth, and airman certificate number • Type of violation that resulted in conviction or administrative action • The date of the conviction or administrative action • The state that holds the record of conviction or administrative action • A statement of whether the motor vehicle action resulted from the same incident or arose out of the same factual circumstances related to a previously reported motor vehicle action

  6. Things You Should Know • A separate notification letter is required for each MVA received • For example, an Airman’s drivers license may be suspended for DUI at the time of arrest. This suspension must be reported within 60 days. If at a later date, the Airman receives a conviction as a result of the DUI, a second notification letter is required. This means a single alcohol related incident required 2 separate notification letters

  8. Drug and Alcohol Testing

  9. DOT/FAA Mandated Drug and Alcohol Testing Policy Kalitta Air LLC complies with the drug and alcohol testing regulations of the Department of Transportation (DOT) (49 CFR part 40) and the Federal Aviation Administration (FAA) (14 CFR part 120). Any employee who tests positive on a drug or alcohol test, or refuses to submit to testing, will be terminated.

  11. Circumstances Under Which a Covered Employee will be Tested for Drugs • Pre-Employment / LOA return • Random • Post-Accident • Reasonable Suspicion • Return-to-Duty • Follow-Up

Pre-Employment/LOA Return • A pre-employment drug screen is required for ALL prospective Kalitta Air employees and any safety sensitive employee returning from an LOA of 60 days or more • No individual seeking employment with Kalitta Air will be permitted to perform any function of employment until a verified negative drug test result has been received by Kalitta Air’s Designated Employee Representative or Drug and Alcohol Program Manager

  13. IMPORTANT!!!!!!!!! Failure to abide by the pre-employment / LOA return testing regulations can result in a fine of $25,000 per employee from the FAA and revocation of our operating certificate! Hiring managers, supervisors and leads play a HUGE role in insuring we are compliant with pre-employment / LOA return regulations. When in doubt, ASK!

RANDOM • FAA regulations require Kalitta Air to randomly drug screen 25% of all safety sensitive employees and alcohol test 10% of all safety sensitive employees • Kalitta Air’s company policy dictates that we will drug test 30% of all safety sensitive employees and alcohol screen 15% of all safety sensitive employees

  15. POST ACCIDENT • All employees involved in an “accident” will take both a drug and alcohol test immediately following the “accident” • Per the FAA and accident means “an occurrence associated with the operation of an aircraft which takes place between the time any person boards the aircraft with the intention of flight and the time all persons have disembarked; and in which any person suffers death or serious injury or in which the aircraft receives substantial damage” • If the incident does not meet the above definition of an “FAA accident” the company will perform both drug and alcohol testing under the “non-DOT” testing protocol

Reasonable Suspicion • Any employee suspected of drug or alcohol use while on the job will be subject to drug and alcohol testing • The determination to test will be made by at least 2 members of management that have received Manager Awareness Training. All employees tested under these circumstances will be removed from duty until a verified negative result has been received

  17. Return to Duty • A Kalitta Air employee who had a verified positive drug and/or alcohol result on any type of test (other than pre-employment) or has refused to submit to a DOT required drug test, must take a return to duty test and obtain a verified negative result before returning to duty

  18. Unannounced follow up testing • Unannounced follow-up drug and/or alcohol testing is required for any Kalitta Air employee who has refused to submit to a required test, or has received a verified positive result. • This program will consist of a minimum of 6 unannounced drug and/or alcohol tests in the first 12 months following the employees return to duty

  19. Consequences of a Verified Positive Drug Test • A covered employee who receives one (1) verified positive drug test result on a FAA required test will be immediately removed from safety-sensitive duties. An employee who has a positive FAA drug test cannot return to the performance of safety-sensitive functions until and unless the employee successfully completes the return-to-duty process outlined in 49 CFR Part 40, Subpart O. • A covered employee who receives a second verified positive drug test on a FAA required test will be immediately removed from performing safety-sensitive functions and is permanently prohibited from performing that safety-sensitive function for any FAA-regulated employer.

  21. SUBSTANCE ABUSE HOW IT RELATES TO THE WORKPLACE

Substance Abuse is the overindulgence in and dependence of a drug or other chemical leading to effects that are detrimental to the individual's physical and mental health, or the welfare of others. This includes binge drinking, the recreational use of illicit or habit forming drugs, or using prescription medications outside of the prescribed parameters What is Substance Abuse?

Some factors can increase the risk of substance abuse • Significant increase in amounts of stress and/or anxiety • Significant changes in personal responsibility • Family history of substance abuse or chemical dependency • Major health/medical problems • Traumatic life events (death, victimization from a crime, car accidents or other life threatening circumstances) • Large life changes (divorce, significant financial changes)

The Frontal Lobe and Intoxication The functions of the frontal lobe involve the ability to recognize future consequences resulting from current actions, to choose between good and bad, override and suppress unacceptable social responses, and determine similarities and differences between things or events. When someone is under the influence of drugs, especially with repeated use, the frontal lobe can not function properly, diminishing a person’s ability to properly function in the work place.

Facts about substance abuse in the workplace • 8 percent of full-time and 10.2 percent of part-time employees abuse illegal drugs on a regular basis ( U.S. Dept. of Justice) • 32% of workers stated a co-workers drug/alcohol use affected their job performance at some point during employment history (Quest Laboratories) • Workers whose employer did not have a written drug policy were about twice as likely to report they used illicit drugs in the past month as employers with written policies about drug use. (NIDA-National Institute on Drug Abuse)

How does it affect job performance? • Work is often the last place an abuse problem surfaces, however substance abuse problems affect many areas of an individuals life, which in turn can cause a decrease in productivity, alertness and competency. • More often than not, substance abuse problems turn in to full-blown addictions by the time co-workers and supervisors become aware of the problem.

  27. …continued • Depending on the substance of abuse, an individual can have numerous health issues and concerns that can lead to an unsafe environment for themselves and coworkers • Almost all abused substances have “after effects” that can effect an individuals functioning for hours-even days-after use

  28. There are 4 main groups drugs of abuse fall into • Stimulants • Depressants • Hallucinogens • Cannabinoids

  29. STIMULANTS

  30. what are STIMULANTS? • Drugs like cocaine, crack and methamphetamine • Medications such as Ritalin, Adderall, Vyvanse and Concerta • Over the counter (OTC) medicines like Sudafed and diet pills

STIMULANTS…continued • specifically stimulate the brain and central nervous system • induce alertness, elevated mood, wakefulness, increased speech and motor activity and decrease appetite • heavy or prolonged use causes irritability, restlessness, hyperactivity, anxiety, excessive speech, and rapid mood swings. • Still higher doses or chronic use can cause agitation, tremor, confusion, and, in the most serious cases, a state resembling paranoid schizophrenia

STIMULANTS…continued • “Let Down” effects of stimulants can cause deep depression and severe physical exhaustion • With repeated use, tolerance develops, so that a user needs to take larger doses, as is the case with many drugs of abuse • Amphetamines are widely abused, in some cases by workers in aviation who are seeking to improve alertness and wakefulness, however letdown effects significantly increase the risk of exhaustion during job performance

  34. What are DEPRESSANTS? • Narcotic opiates such as heroin and opium • Prescription pain medications like Oxycontin, Morphine, Vicodin, Percocet and Codeine (found in Tylenol 3’s and prescription cough syrup) • Alcohol • Tranquilizers such as Ambien, Valium, Clonopin, and Xanax

DEPRESSANTS…continued • Cause suppression of the cough reflex, changes in mood such as euphoria or disphoria, blurred vision, mental clouding and changes to heart rhythm and breathing. • Nausea, vomiting, and moderate to severe constipation • can cause a significant drop in blood pressure which can lead to dizziness and fainting.

  36. DEPRESSANTS…continued • “Let Down” effects include gastrointestinal upset (usually in the form of diarrhea) • Impaired cognition: loss of higher reasoning, forgetfulness, concentration difficulties and other reductions in mental functions • Large doses can elicit seizures

  37. HALLUCINOGENS

  38. What are HALLUCINOGENS? • Phencyclidine (known as PCP) • Lysergic Acid Diethylamide (LSD or Acid) • Psilocybin (Magic Mushrooms or “shrooms”)

HALLUCINOGENS …continued • Hallucinogenic drugs are substances that distort the perception of reality. • An individual under the influence of a hallucinogen will have a distorted sense of direction, distance, and time. • Decreased hand/eye coordination • Symptoms that mimic schizophrenia, such as delusions, hallucinations, paranoia and disordered thinking

  40. HALLUCINOGENS…continued • “Let Down” effects include decreased reflexes, dulled thinking, uninhibited impulses, depression, and lethargy • Long term use can cause memory loss, difficulties with speech and thinking, depression, and weight loss

  41. CANNABINOIDS

  42. What are CANNABINOIDS? • Hashish • Anything that contains the compound tetrahydrocannabinol (THC) • Marijuana • Synthetic THC products such as K2, Spice, Kronic or other “herbal incense” products

  43. CANNABINOIDS…continued • While intoxicated an individual may experience euphoria, relaxed inhibitions, increased appetite and disorientation • Increased risk of depression and anxiety • When used in large amounts, an individual may experience fatigue, paranoia, possible psychosis

  44. CANNABINOIDS...continued • “Let Down” effects include insomnia, hyperactivity and decreased appetite • Long term use can cause disturbances in speech patterns (studdering, slurring words, drooling while attempting to speak) and vivid dream sequencing (sometimes resulting in night terrors)
