Traineeships Introduced in 1st August 2013. The programme will provide a structured opportunity for young people who are motivated by the prospect of work to: • Help develop the skills and experience they need to be attractive to employers. • Traineeships are designed to as an access route to Apprenticeships or full employment.
Why…….??? Many young people lack the knowledge about job opportunities, how to apply for jobs, how to write a good CV and a good application. There is a real mismatch between employers’ expectations of young people during the recruitment process and young people’s understanding of what is expected of them, particularly when it comes to presentation and preparation. Employers are finding it difficult to assess young people with limited work experience and young people find it difficult to ‘market’ themselves to employers. As a result many young people struggle to make the transition from education to work.
Suitability • Unemployed and have little work experience • Motivated to work • Aged 16 to 18 and qualified below level 3 or • 19 up to 23 and have not yet achieved a full level 2 • Can be ready for employment or an Apprenticeship within six months of engaging in a Traineeship • Already have the skills and experience needed to start an Apprenticeship or find work • The most disengaged young people, who require very intensive support • Aged 24 plus (unless they have a Learning Difficulty Assessment up to academic age 25) • Already in a job Suitable Not Suitable
Eligibility 16-to 18-years-old • Must meet EFA’s residency requirements (EFAs funding guidance for young people 2013/14) • Must be 16-18 yrs in on 31st Aug in the relevant funding year • Not yet achieved a full level-3 qualification or equivalent (such as 2 A Levels) or • Aged 16 or over, but under 25, and have a learning difficulty Assessment (LDA)
Eligibility 19-to 23-years-old • Must meet SFA’s residency requirements (Annex 1 of the Funding Rules 2013/14) • Be aged 19-23 at the start of the Traineeship • Not achieved a full level-2 qualification or above (5 GCSEs at C or above = full)
But…..DWP benefit rules • For those on benefits must be between 6 to 8 weeks consecutively (12 weeks progression ??) • Must do any placement for at least 2 weeks in a row • No more than 16 hour rule applies to ‘training in classroom’ (not to work placement) • 16 class + 14 W.E. = 30 hours in total
All Individuals • Must be unemployed • Have little work experience and be focused on work or the prospect of it …. • Have been assessed by the provider as having a reasonable chance of being employed, moving to an Apprenticeship or full-time study programme (16-18 yrs only) Q&As………..
Work Placement (16 to 18 year olds) Key elements: • Work experience placement- 6 weeks up to 5 months (6 months total) • Must include a guaranteed interview either (i) for a job vacancy or (ii) an exit interview, with a reference/feedback from the employer • Work Preparation- job search and interview skills • English & Maths- for all trainees without GCSE English and/ or Maths. Can study GCSE or functional skills (in future will possibly be only GCSEs)
Work Experience & Training • Must included a maths & English assessment • Any 16-18 yr old without GCSE grade C, or 19-23 yr old without GCSE C or Functional Skills at L2 must be supported to progress • Alongside core elements can deliver other activities (vocational qualifications) for 16-18 yr olds • For 19 – 23 year olds, can offer ‘regulated qualifications’ up to level 2, that are approved and will help the learner move into work, or remove a barrier.
Other criteria………. • Must be employed in meaningful work, not simulated • Employers need to offer feedback and a formal interview for a job or Apprenticeship; or • Employers need to give an exit interview with written feedback and providers must show evidence of activities undertaken during work placement • Employer needs to be identified before commencement
Small print….. Employers are not required to pay young people taking part in Traineeships, but are encouraged to support trainees with expenses such as transport and meals
Achievement • Into employment for: • Apprenticeship • Regular Employment • Full-time study • Finished the programme • To achieve the work based learning they must progress to an eligible job: • Last ≥ 16 hrs • More than 6 weeks in a row • Finished the programme 16 to 18 years old 19 to 23 years old
Funding • ILR Planned hours • Flat rate (some extras) • Cover all elements • Based on the EFA Funding Rules • Funding bands SFA • Minimum number of hours • 100⁺ 200⁺ etc. • Adult Skills Budget • Accredited units 16 to 18 year olds 19 to 23 year olds
Traineeships • Work preparation training which ensures they have the skills and confidence needed for an Apprenticeship or any other type of employment • Maths and English support to improve their literacy and numeracy • Meaningful work experience which provides insight and experience of the world of work • A focused period of work preparation training, focusing on areas like CV writing, interview preparation, job search and inter-personal skills
