Definition Search and Rescue (SAR) is defined as the combined activities and tasks involved in both searching for and rescuing persons who are feared to be in distress. Many searches do not involve rescue and many rescues do not require searches.

Definition The Incident Command System is a standardized, on scene, all hazard incident management concept.

Team Leader • Ensures safe work practices • Communicates by giving specific instructions and asking for feedback • Supervises the scene of action • Understands and accepts the need to modify plans or instructions • Takes command of assigned resources • Motivates with a “can do safely” attitude • Demonstrates initiative by taking action

Command and Control • Respect the chain of command • Control communications with command and other units • Ensure that team members are aware of reporting relationships within the team, between teams and from team to command
Leadership • Oversee the safety of team members! • Lead by example • Ensure each member is capable, both mentally and physically, to perform assigned tasks • Ensure each member possesses required skills and knowledge to perform assigned tasks • Ensure each member is equipped with the required gear to perform assigned task • Assign roles to team members • Be able to direct and redirect searchers • Monitor searchers (fatigue, hydration & condition) • Oversee the safety of team members!
Technical Competence • Conduct team briefing • Determine critical distance and establish critical separation • Control the search line or search pattern utilized and make changes as required • Investigate any clues found • Scribe/record as required • Establish the POD of the area in collaboration with team members • Conduct team debriefing
Administration and Logistics • Ensure team members sign in • Sign out equipment as required • Confirm that team members are in possession of all personal equipment (24 hour packs) • Arrange for extra water, if required • Ensure team members receive meals, if provided • Sign in equipment as required • Ensure team members sign out

Team Leader Awareness • A team leader must be aware of • Variety of federal and/or provincial legislation • The policies of the lead jurisdictional agency • Volunteer GSAR organization
Team Leader Awareness • Team leaders must be aware of the importance of protecting the health and safety of team members • Workers in Ontario are familiar with the concepts and requirements of Ontario’s Occupational Health and Safety Act (OHSA) • However OHSA does not apply to volunteers
Team Leader Awareness • Some or all sections of the Act, such as the right to refuse unsafe work, also DO NOT apply to most lead agencies • This includes the police, fire departments, Coast Guard, military SAR teams and EMS • Volunteers working with these organizations should be aware that such organizations have their own specific legislation, policies and procedures regarding their work
Team Leader Awareness • Actions of SAR team leaders may however be subject to other legislation • Criminal Code of Canada Section 217.1 regarding the “Duty of Persons Directing Work”, which states: “Everyone who undertakes, or has the authority to direct how another person does work or performs a task is under a legal duty to take reasonable steps to prevent bodily harm to that person, or any other person, arising from that work or task.”
