Introduction • In the United States, two safety management programs are gaining momentum and getting Department of Defense’s (DoD) attention: OHSAS 18001 Specification and the Occupational Safety and Health Administration’s (OSHA’s )Voluntary Protection Programs (VPP).

Market Drivers • In response to international customer demand for a universal recognizable occupational health and safety management system standard • Need for health and safety management system that could be audited and certified • Rising health and safety costs • Insurance • Compensation • Direct • Indirect. • Increased regulation.
OHSAS 18001 Background • OHSAS 18001 2007 was developed by the OHSAS Project Group, a consortium of 43 organizations from 28 countries. This consortium includes national standards bodies, registrars (certification bodies), OH&S institutes, and consultants • The International Organization for Standardization (ISO) opposed the Ad Hoc Grassroots effort to develop a Safety and Health Standard outside the ISO consensus standard process • Opposed by American National Standards Institute (ANSI) which developed an equivalent American Standard (Z-10).
OHSAS 18001 Milestones • British Health & Safety Commission publishes management of health and safety at work • British Health and Safety Executive publishes HS(G)65, successful health and safety management • British standard BS 8800 launched, used as model OHSM 1999 OHSAS 18001 Specification published based on BS8800 2007 OHSAS 18001 Specification republished as a Standard in July 2007 replacing the OHSAS 18001 Specification adding increased emphasis on Health
VPP Background • In 1982, the Occupational Safety and Health Administration (OSHA) developed VPP to recognize and promote effective worksite-based safety and health management systems.
Star and Merit Recognition Programs • VPP Star Site • Highest level of recognition • All VPP requirements met • Key program requirements in effect at least one year • Rates below the national average. • VPP Merit Site • Elements and sub-elements in place • Systems may not all be at star quality • Rates may be above the national average • Limited to one three-year term. VPP Initiative • Preventable injuries and illnesses cost the DoD an estimated $10 to $21 billion annually, according to the National Safety Council. • “World Class Organizations don’t accept preventable accidents” (Secretary of Defense, 2001).
Momentum Building • DoD momentum on rise • Army has one Star Site • Navy has Six Star Sites and One Merit Site • DLA first Star Site – Columbus Ohio • On track for 5-6 VPP Star Applications in next six months.
OHSAS 18001 - Challenges • Originally published as a specification it was not a formal standard, an official British Standard, nor was it an official International Standard • It does not state specific OH&S performance criteria • Does not give detailed specifications for design of a management system • No accreditation scheme based on OHSAS 18001 • Certification bodies can only issue non-accredited certificates for OHSAS 18001 (e.g. Certificate of Conformance) • Cost of Conformance Certificates.
OHSAS 18001 - Benefits • Provides a flexible management system framework • Completely Voluntary • Allows organization to select from multiple recognition bodies • Does not require specific performance threshold (i.e. TCIR and DART rates below peers) • Can have regulatory violations but still receive recognition. • Aligned with ISO 9001and ISO 14001 • Integration of Existing Standards with Health and Safety easier. • Internationally recognized.
VPP Challenges • Administered by OSHA • Requires specific performance metrics (i.e. TCIR and DART) • No Standardize Framework • Selection of Industry Classification (NAICS) • Regulatory/Compliance Focus • Audited by OSHA Government Employees or “Special Government Employees” • Limited to United States* • Can take up to three years or more to achieve.
VPP Benefits • No cost for OSHA assessments • Voluntary • Specific Performance Standard (i.e. TCIR and DART) • Proven benefits • Program Levels (Merit, Star) • Challenge Program • Recognition of Superior Performance Status (Star) • Less than 1% of US Organizations recognized • OSHA Endorsement.
Summary • Not all OHSAS 18001 Recognized Organizations can be VPP Star Sites • All VPP Star Sites will most likely meet OHSAS 18001 Conformance Requirements • Requirements from one program would not detract from the other program's requirements • OHSAS 18001 can provided a foundation and cornerstone to support VPP recognition in the future • OHSAS 18001 and VPP CAN exist concurrently and should not be discouraged.
