Things to bear in mind • There’s plenty of evidence for the developmental benefits of social transfers • This means that pilot schemes to demonstrate their effectiveness in terms of development may be unnecessary • Universal schemes tend to be more efficient than targeted ones - and Cap and Share is universal • The documentation process needs to be flexible. There isn’t one single blueprint that works everywhere
