  2. WHY? • Approximately 10 contracts per year, $3.8M in FY2014 • Airport growth and expansion • Obstruction removal • Land use compatibility • Major focus on obstruction removal • Improve approach procedures and minimums • Meet state licensing standards • Recent aircraft crash

  3. Scoping Considerations • Identify Parcels • Survey information • Approach penetration information • Fee simple vs Easement • Parcels listed for acquisition on your ALP – Exhibit “A” • NEPA Review • CATEX or EA

  4. Land Acquisition Services • Title Search – Clean Title • Property Survey • Investigation of Hazardous Materials – “Phase I” • Relocation Program • Appraisal • Review Appraisal – set Fair Market Value “FMV” • Offer to Purchase • must be in writing, offer FMV, owner allowed at least 30 days for response • Negotiations – must be documented • Acceptance of Offer – move to closing • Condemnation

Performing Services • Self Perform • sponsor employee’s perform services – must be qualified • no procurement requirements • no GDOT prequalification requirements • Consultant Perform • must be GDOT prequalified • services must be procured based on qualifications • non-competitive procedures for contracts less than $10,000

  6. Going to Contract • Services typically performed in Phase I contract or locally “fronted” • Accepted offer, in writing, required to initiate contract • Federal and state funds can be provided immediately prior to closing • Update Exhibit “A” Property Map
