IMC 1246 will become IMC 1248 • Inspection Manual Chapter 1248 • NMSS will keep IMC 1246 – FSME will use IMC 1248 • All FSME related qualification journals will be transferred from IMC 1246 to IMC 1248 • This includes Materials, Decommissioning, Sealed Source and Device, and Uranium Recovery qualification journals. • First two qualification journals to be updated will be Materials License Reviewers and Inspectors

Objectives • Working Group has 4 Objectives • Incorporate Security Culture into qualifications • Update • Incorporate New Format • Classroom Training • Including a recommendation on the Applied Health Physics Course (5-Week Course)
Incorporating Security Culture • Staff to become familiar with the different security requirements • IC Course for Inspectors and License Reviewers • Practice performing Pre-Licensing Guidance reviews • Practice performing Security Inspections
Update • Revised IMC 1248 will include: • New Training • Familiarization with Security Requirements • Pre-Licensing Guidance • Refresher Training
New Layout • Format • Description • Training • Individual Study Activities (ISA) • On-the-Job Training (OJT)
Description • Provides a description of the journals and the expectations for candidates seeking qualifications as NRC license reviewers and inspectors
Training • Training is split into two categories • Core • Specialized • Category titles are the same • Flexibility for the candidate seeking qualification
Individual Study Activities • ISAs • Self-study modules – mainly for how the NRC does business • Some ISAs also include familiarity with NUREGs, Security requirements, and Pre-Licensing Guidance
On-the-Job Training • License Reviewer • Modules are broken down by similar NRC Program Codes • Provides candidate with the opportunity to gain as much experience with different types of licenses • Includes experience using the Pre-Licensing Guidance and working with Category 1 and 2 quantities • License Reviewer OJT includes Inspection • Flexibility
On-the-Job Training • Inspector • Modules are broken down by Inspection Procedure • Provides candidate with the opportunity to gain as much experience with different types of inspections • Includes experience with Pre-Licensing visits and inspecting Category 1 and 2 quantities • Inspector OJT includes License Reviewing • Flexibility
Compatibility • Training Qualifications are Compatibility C • Agreement States should meet the essential objectives of the qualifications journals • Not required to be identical • Many of the IMC 1246 concepts were included in IMC 1248
Comments • FSME Letter 11-046 dated May 27th transmitted draft Inspection Manual Chapter and qualification journals for a 45-day comment period
Health Physics Training • The Working Group’s recommendation is that the 5-Week Course not be reinstated • Alternatives to the 5-Week Course based upon the Working Group’s recommendation • Two Options
Schedule • Goal is to complete and publish the Manual Chapter by fall 2011
