  2. The Municipal Government • The Municipal Government of Toronto can be divided into two branches: • Legislative – Creates by-laws and is composed of the Toronto City Council. • Executive – Executes by-laws and guides policy, is composed of the Office of the Mayor.

  3. Toronto City Council • The legislative branch of Toronto’s Municipal Government is composed of Toronto City Council, which is housed in Toronto City Hall.

  4. Toronto City Council • Toronto City Council is composed of elected representatives known as City Councillors and the Mayor. • City Councillors are elected from Wards across Toronto. • One member of City Council is elected in each ward. • The Mayor is elected across all wards.

  5. Toronto City Council • Currently there are 44 Wards across Toronto, and with adding the mayor that makes 45 members of Toronto City Council.

Toronto City Council • City Councillors are not affiliated with Political Parties for the purpose of Municipal Elections, though they may belong to or support political parties. • Therefore, in City Council, Councillors do not have to vote with a party and have freedom to vote on issues the way they want to.

  8. Toronto City Council • City Councillors and the Mayor both serve terms of four years, without limits on the number of terms they can serve.

  9. Toronto City Council • Toronto City Council has seven standing committees, each consisting of a chair, a vice-chair and four other councillors. • The committee chairs are selected by the Mayor and the remaining committee members are selected by City Council.

  10. Toronto City Council • City Councillors are also appointed to oversee the Toronto Transit Commission and the Toronto Police Services Board.

  12. Toronto City Council • To pass a by-law City Council debates, hears opinions from the public, and then votes. • City Council also votes on a budget and other city expenditures and functions.

  13. The Mayor • The Executive of the Toronto Municipal Government is composed of the Office of the Mayor. • The Mayor is also a member of City Council. • The Mayor makes important policy decisions, suggests by-laws for City Council and is the public face of the city.

  14. The Mayor • There is also an executive committee formed by the chairs of each standing committee, the Mayor and four other City Councillors. • This executive committee also makes important policy decisions.

The Municipal Government • Municipal governments, unlike provincial governments differ greatly throughout Canada. • Rural areas have much different municipal governments than cities and large cities have much different governments than small cities. • Of all the levels of government it is easiest to have influence in municipal governments, and to have your voice heard.
