Acclamation • Ballots • Notice of the Election • NOTICE OF POLL OR ELECTION AND PREPARATION OF BALLOTS • Mail-in Ballots • Equipment for the Election • Polling station Section 10Pre-election Procedure 1 chief nomination = acclamation # of candidates = # Council = acclamation. Election 42? Or 45? Or ? After nomination meeting Within 3 days after nomination the E.O. Post notice 35 days prior to election mail to off reserve elector or by request send a MAIL-IN BALLOT On-or off reserve residents may request at least 10 before election a mail-in ballot pkg. from E.O. The E.O. records mail-out pkg – name, address, date May have assistance in mail-in voting,Witness signs (attests) Must be received before close of polls Equipment – sufficient ballots, boxes, compartments, instruments, instructions and voters list E.O. – at least 1 polling station on-reserve and private voting compartments
Opening mail-in ballots • Counting of ballots • Ballots not counted • Other polling stations • Tie Part 12 – Counting of Ballots E.O or deputy E.O. in presence of candidates or agents open each mail – in envelope – ensure proper procedures are followed Reject ballot if not accompanied by voter declaration form or not signed or witnessed, or information on the form does not match info on voters list or not on voters list, or if shows elector already voted. Provide tally sheets as requested After all mail-in ballots are opened, open all ballot boxes and examine each ballot E.O. – call out candidates names from valid ballot E.O. - mark tally sheet for each vote cast Ballots must contain initials of E.O., give clear intention of voter, must not contain more votes then candidates or identifies voter
Procedure of E.O. - Rejected ballots • E.O. attaches note to each ballot and reason for rejection. • Note any objections or candidate or agent – E.O. decides any questions arising out of objection • # objections to ballot and place corresponding # on back of ballot with word “allowed” or “disallowed” with E.O. initials. Ballots not counted
Recount procedures • Breaking tie - options TIE 1. E.O publicly announce at polling station sets time, date of recount within 24 hours of vote OPTIONS TO BREAK TIE 2. E.O. cast ballot by puts names of candidates with same # of votes in container and without looking draw name of winner OR a. Toss a coin OR b. The new incoming council members decide at their first meeting OR c. Another election OR d. ?
