WP3: Authorities • Interviews with inclusion coordinators continued (8 interviews done). Initial summaries. • A research on inclusion in the state ministries, conducted by an independent research institute Praxis (Dec 2010) • Results are being processed.
Various roles of inclusion coordinators: 1. communication with media and public 2. leadership, coaching and information spreading to colleagues 3. action plan follow-up 4. publishing drafts and info 5. arranging public hearings 6. initiating inter-institutional activites 7. developing in-house guidelines 8. observing general developments, strategic planning 9. keeping a contact database of partners Keywords: informing, consulting, feedback and evaluation, natural process, collaboration networks
Inclusion is seen as: • 1. a part of the public relations management • 2. activity to produce more widely accepted legislation • 3. way to achieve additional information for legislation development • 4. receiving feedback for work done • 5. natural and organic part of legislative process • 6. inevitable means for reaching goals through engaging more people • Keywords: • natural process, inevitable, collaboration, wider awareness

Greater inclusion needed for: • Issues concerning most of the residents. • Very specific areas of activities, where expert opinions are needed. • Management of competing needs. • Spreading information among the members of wider society.
Persons expected: • Enthusiasts in the area of culture, politics, environment. • Experts on their own specific fields of interest. • Active local leaders in their unique society/community, or inter-community activists. With the following skills: • Open-mindedness and common good in mind • Awareness of the local administrative and legal situation • Team-work and interpersonal skills • Good language and computer skills
ICT usage in inclusion processes • Information for work groups: E-mailing, mail lists Information for wider public on ministry's web-site: • Legal drafts, work-plans, meeting minutes • blogs, forums • News and press releases • Facebook pages State level access: Legislative drafts for commenting
WP2: Activites with Minorities • Questionnaire done • Meetings with 2 groups (InterNations and Chienese community during this week) • Issues of concern, former participation • Difficulties experienced • ICT and CCT usage overview • Meetings with other 2 groups to be planned
Initial summary with InterNations group • Regular Internet users • Concerning issues: • health care system, • language courses availability vs language reguirements • Visiting rights for family members • Job seeking and unemployment issues • Russian-Estonian culture-mix
WP4 and cooperation with partners • Persona development • Summary of WP3 findings for authority manual • Focus on CCT tools to be tested with groups
