Advantages of Regional System • Less expensive (estimated) • York County – $12.5 million • James City County – $14.5 million • Collective savings $5 - $7 million • Coverage from sites overlap providing better in-building coverage • Combined common infrastructure • E911 Communication Centers significantly improve back-up services

Advantages of Regional System • One communications site failure will have less impact because it will be back-filled by other sites • Provides more channel capacity and spectrum • Provides for day-to-day interoperability • Supports use of regional interoperability grant funding • Regional Purchasing Authority • Competitive Bid Process • Future – Add Cities of Poquoson & Williamsburg

  4. The Process • Hired consultant (Fred Griffin, P.C.) • Organized County-wide study group • Conducted County-wide interviews with consultant (inc. Williamsburg & Poquoson) • Received Phase 1 study – defined need

Consultant Conclusions • Inadequate radio coverage • Interoperability • Age & life expectancy of current systems & technologies • Channel capacity / spectrum • Radio interference • Frequency refarming (FCC) • CAD (Computer Aided Dispatch)/ IBR (Incident Based Reporting) / Multiple Computer Platforms

  6. Consultant Conclusions • Phase I & Phase II Wireless / Mapping • MDT (Mobile Data Terminals) • Identified need & benefits of regional approach to include York / James City / Williamsburg / Poquoson • Provided budgetary cost estimate • Recommended regional system

The System • Includes: • Motorola 800 MHz single integrated simulcast system • 20-channel (multiple talk groups) • 9-communication tower sites • State-of-the-art looped Microwave network • 800/700 MHz cross-compatible mobiles and portables • Digital /analog compatible equipment • P25 open-architecture system that will allow for interoperability (current/future) • ADP / Digital Encryption

James City / York Counties Newport News Hampton Current Interoperability Installations • Regional Grant will allow regional interoperability: • City of Newport News • City of Hampton • Counties of York & James City • Additional Interoperability: • Public Service & Public Safety from each agency • Langley AFB • Gloucester County • Naval Weapons Station • SIRs $250,000 Grant Funding Received

Suffolk Chesapeake Southside James City York Norfolk VA Beach Peninsula Portsmouth Hampton Newport News HRPDC • Port Security Monies - $6 million • This system will provide the southside with several ASU 1000 systems & equal the compatibility of the peninsula. The next step will be linking all microwave networks together on the southside + peninsula + large microwave pipe across water = complete regional interoperability. • Additional initiatives: • Conduct video conferencing over microwave network. • Have dedicated circuits to each EOC & ECC to be utilized for voice & data.
