SD1Collaboration Actionitem: Membershipand engagement • 1.1Usingour ValuesStatement asa startingpoint,establisha Task Group chargedto assess PCC’s strengths andweaknessesas an organization.Considerways to increasemembershipparticipationand broadenPCC’s skillbaseand communityofpractice. • Progress to date: • Task Group on Engagementand Broadeningthe PCC Community, co-chaired by Pat Riva (ConcordiaUniversity)and ImanDagher(UCLA), was formed in 2018. • The Group has conducted a survey which was distributed to many listservs. A separate Spanish version was distributed to Mexican and Latin American librarians and catalogers. More than 430 responses were received. • The final report will be submitted in June.

  7. SD1Collaboration Actionitem: Information exchange • 1.2 Create more timely, collaborative, and wide reaching mechanisms for learning and innovation that are easily shared and sustained. Seek out and implement specific avenues such as webinars, conference speakers, hackathons etc. for sharing information with other communities (e.g., Wikidata, ORCID) to increase our visibility and foster information exchange. • Progress to date: • Have worked with the Wikimedia Foundation to provide a Wikidata workshop in conjunction with this year’s OpCo meeting. • Have worked with Google to form Google Books Metadata Working Group.

  8. SD2Operationaleffectiveness Action item:Decision-making • SD2.1Institute a transparent, consultative, and timely decision making process. Develop a formal consultation and review process that ensures accountability, adequate feedback along the way, and timely response to or implementation of recommendations. • Progress to date: • A small group of the Policy Committee was formed to review this action item. The goal is to ensure that there is a good process for consultation and feedback at the proposal stage and then following up on decisions to implement recommendations.

SD2Operationaleffectiveness Action item:Communication • SD2.5 Appointa volunteerPCC CommunicationGroup to explore communicationpractices andtools to reach outand engagewith the broadercommunity.Considerblogs, committeeupdates to the PCC discussionlist, webforums, etc.Communicationchannelswillbe developedto andfrom the PCC community,betweentask groupsand committees,and outwardto other communities. • Progress to date: • Pilot: PCC CommunicationBoard was formed in 2018. The members are: Candy Riley, Eric Willey, Kate Harcourt, and Michelle Hahn. • Three issues of the quarterly bulletin PCC Comm Channel have been published. • Pilot is first step–willbe evaluatedlater this year.

SD3 Apply understandingof linked data Actionitem: Linkeddata sandbox • 3.1 Partner with LD4Pto develop a sandboxfor experimentationin the creation ofRDF data accordingto PCC guidelines. • Progress to date: • Seventeen PCC libraries have joined three LD4P2 grant partner institutions (Cornell, Harvard, and Stanford) to formed a PCC LD4P2 cohort group. • More informationfrom JenniferBaxmeyer (PCC Liaison to LD4P2)later today.

SD3 Apply understandingof linked data Actionitem: Linkeddata training • 3.3Extend previous work to develop a curriculum that will advance the community’s understanding of linked data. • Progress to date: • LD4P2 cohort libraries have received training on linked data, the BIBFRAME editor, and the Sinopia Profile editor. • A joint group that consists of members from Standing Committee on Training and Linked Data Advisory Committee will be formed to develop training for non-cohort libraries. More information from Beth Picknally Camden later today.

  12. SD4Identity Management Action item: Experimentation • 4.3Collaborate with other identity management communities to facilitate and promote the use of unique identifiers. • Evaluate the results of the ISNI pilot and plan next steps for bringing the pilot into production. • Identify common goals and interests, best practices, and technology to support reuse, aggregation, and sharing of data. • Investigate policy and governance issues related to participation in a program-like operation for ISNI, VIVO, ORCID, Wikidata, and other non-NACO identifiers. • Progress to date: • ISNI pilot participation has been extended to other LD4P2 cohort libraries. More information from Kevin Balster tomorrow. • A PCC Wikidata pilot project will be launched. More information from Naun Chew and Paul Frank tomorrow.

SD5 Expand use oflinkeddata value vocabularies Actionitem: Adoption of FAST • 5.1Expend adoption of FAST • Produce and document implementation strategies for libraries wishing to adopt FAST. • Partner with OCLC on a roadmap for enhanced tools and services, and a governance model for ongoing development of FAST. • Progress to date: • Steve McDonald (Tufts University) has been appointed as the PCC’s liaison to the FAST Policy and Oversight Committee (FPOC). FPOC is an OCLC’s advisory group that provides guidance and oversight for the continuing development of FAST.

SD5 Expand use oflinkeddata value vocabularies Actionitem: Use of other vocabularies • 5.2Institute a process for endorsing vocabularies for PCC use, developing best practices and documentation, and identifying any further steps required. • Progress to date: • Standing Committee on Standards, Linked Data Advisory Committee and PCC Task Group on Identity Management in NACO have worked jointly on this action item, for 024 fields in LCNAF. More information from Paul Frank later today.

SD5 Expand use oflinkeddata value vocabularies Actionitem: Legacy practices review • 5.3Review legacy practices to identify areas where adoption of linked data would offer advantages and propose transition strategies. • Progress to date: • Kelley McGrath (University of Oregon) has been appointed to be the PCC liaison to ALCTS Subject Analysis Committee’s Subcommittee on Faceted Vocabularies. • The Subcommittee will work on recommendations from SAC’s white paper, A Brave New (Faceted) World: Towards Full Implementation of Library OF Congress Faceted Vocabularies: https://www.loc.gov/aba/pcc/documents/PoCo-2017/BraveNewFacetedWorld-170713.pdf

SD5 Expand use oflinkeddata value vocabularies Actionitem: Metadata application profiles • 5.5Provide input to metadata editor development to LC, LD4P, and other venues to maximize the use of linked data vocabularies. • Progress to date: • A new Task Group on Metadata Application Profiles was just formed. Co-chairs are Jackie Shieh (Smithsonian) and MJ Han (University of Illinois Urbana-Champaign).

SD6 Sustainabilityof PCC Actionitem: Explorelegalstatusfor the PCC • SD6.1 Createa task force to investigatehow other organizationsmeet these challengesand to evaluate pros and cons ofspecific models for the PCCbecominga legallyrecognizedentity andmake recommendations. • Progress to date: • PCC Task Group onLegalStatushas submitted a very thorough and comprehensive report. PoCo has decided not to make any changes at this point, given the possibility of requiring member dues which would create barriers for participation. • Task Group members: • Co-chairs:CarlenRuschoff,CharlesWilt • Members: Mary Case,Anne Gilliland,Marty Kurth, Brian Schottlaender • PoColiaison:Beth PicknallyCamden

SD6 Sustainabilityof PCC Actionitem: Sustainability • SD6.2Access the impact of the strategic directions on the PCC’s membership, contribution, and governance structure. • Define what it means to be a PCC participant in a linked data environment and to create quality data. • Review legacy practices to determine what can be let go, to keep PCC work sustainable. • Progress to date: • Phase 1 of the new policy regarding limited use of ISBD punctuation in bibliographic records has been implemented.
