  2. Goal of Presentation… Provide information/insight into recent decisions by the BOC staff and its Board of Directors. Determine ways that the BOC, through its services, operations and strategic direction can facilitate state regulation. (What are state individual needs?)

Purpose of Regulation Demystifying Occupational and Professional Regulation: Answers to Questions You May Have and Be Afraid to Ask, Schmitt, K and Shimberg, G., Council on Licensure, Enforcement and Regulation, 1996 “Ensure that the public is protected from unscrupulous, incompetent and unethical practitioners”; “Offer some assurance to the public that the regulated individual is competent to provide certain services in a safe and effective manner”; and “Provide a means by which individuals who fail to comply with the profession’s standards can be disciplined, including the revocation of their licenses.”

Best Practices in Key Operations • Strategic Objective #1 – Create a national practice standard within all 50 states recognizing the BOC exam as the standard. • Entry Level Examination • Valid, Reliable, & Blueprinted to RDS • Focuses on cognitive knowledge, practical application and clinical decision making • Initial transition to CBE complete • Evolution of item writing and increasing number of items available in item bank • Improving communication to candidates, program directors and others regarding examination development and preparation

Best Practices in Key Operations • Role Delineation Study • Validating Scope of Practice • Defines Domains of Practice, as well as cognitive and skill levels • Preparing to release 6th RD • Winter/Spring 2010 • Crosswalk RDS with Competencies and Proficiencies for Education • Working with the NATA and the CAATE on AT Services Document

Best Practices in Key Operations • Continuing Competence • Critical Question • Does Continuing Education = Continuing Competence? • Are practitioners using what they are learning to improve their practice, improve patient outcomes, decrease errors, etc. • Task Force for Continuing Professional Education (TFCPE) • Chaired by Dr. David Berry • Implementing Self-Assessments for Guided Learning, Professional Learning Plans (PLP’s), alternative methods of demonstrating continued competence • Combining adult learning theory with accountability for competence
