Dynamic nature of change within organizations and external business environment • Did not believe in “job for life” but short term jobs and contracts are more appropriate • Non-essential work should be contracted out to specialist • More productive • More cost effective
Therefore came up with… • The concept of shamrock organization • From shamrock plant (plant with 3 leafs) • There should be 3 groups of staff • core staff (1st leaf) • Full time professional workers (such as managers and technicians)
Peripheral workers (2nd leaf) • contractual fringe and may include individuals who once worked for the organization but now supply services to it.
The 3rd leaf -outsourceworkers • describes the consultancy (professional/high-tech). These workers are sufficiently close enough to the organization to feel a degree of commitment to it, ensuring they maintain a high standard of work.
