    2. St. Petersburg College SPC is the oldest 2, now 4, year college in Florida 80+ years Comprehensive Community College mission Fall enrollment over 27,000 credit students, plus noncredit and Certificates

    3. BACKGROUND Unique Needs of Pinellas County: 1. Employer needs identified for IT managers, teachers, and BSN prepared nurses 2. Pinellas 67 of 67 counties in Baccalaureate access 3. Geographic uniqueness: a peninsula with heavy traffic volume 4. Need for AS graduates to a have a smooth AS to BAS or BSN transfer option

STATE AND FEDERAL RESPONSE Community College System (CCS) strategic plan on Baccalaureate access solutions: branches; partnerships; distance learning; community colleges directly (Florida 49th; Pinellas 67th among counties) Two hundred AS programs statewide and only five AS to Bachelors articulation agreements

    5. STATE AND FEDERAL RESPONSE Legislature chose to also support a few niche Bachelors directly in high need areas IT (22,000), Nursing (critical), Teacher Education (162,000 shortage in ten years) Federal support for the online and partnership responses at St. Petersburg College (Project Eagle)

    6. SPCs Challenge How to implement Bachelors and be true to historical CC mission of workforce, 2+2, remedial and University Partnership missions? How to expand the open-door, keep instruction as a top priority, approach to a 4-year model? How to serve our community with 4-year bachelors in high demand areas?

    7. SPCs University Partnership Center 43 Bachelors degree programs 29 Masters and Doctoral programs 15 Partners public/private (example 2+4 with University of Florida Pharmacy SPC funded to provide support: Partners provide direct instruction 2,136 students currently enrolled

    10. DEGREE STANDARDS State University System (SUS) academic policies for quality Time to degree: 120 hours (Minimum) Common pre-requisites Specialized accreditation Ability of graduates to transfer into state/private graduate programs

KEY TO IMPLEMENTATION Becoming 4-year across the College e.g. Institutional Effectiveness, faculty criteria, student services, library services SPCs challenge: become one College, one faculty, one Curriculum and Instruction Committee, etc. Planning funds provided to develop a full upper division at SPC by the Legislature; upper division to focus on teacher education, BSN nursing and AS to BAS articulation programs

IMPLEMENTATION BEGINS WITH SACS ACCREDITATION Consultant ( April 2001) Legislature approved $1 million to develop; help w/ faculty, library, etc Document reviewed in October 2001 December 2001-annual vote of SACS Commission on Colleges on 4 year status November Team Visit 2001- overall commendation to SACS

    13. LIBRARY Add two librarians and cross train Books service at multiple locations Courier service Community College statewide automated library tied to 4-year automated library

    15. FINANCE FORMULA Fees less than SUS, more than fees in our 2-year programs CCS approach now at 85% of SUS upper division

    16. ADMISSIONS Additional Recruiters Corporate, hospitals School districts PHCC and SPC campuses Other area community colleges Multiple CC in FL seek to have SPC as upper division in their area New admission form supplement for current SPC students

    17. RECORDS AND REGISTRATION Earlier admissions cycle Process and workload change from open door at lower division to restricted admission at upper level. Work with 3 Deans initial on admission status by major

    18. STUDENT SERVICES Three 4-Year baccalaureate Specialists hired Each assigned to a different site Each cross-trained in all 2 and 4-year programs

    23. Baccalaureate Faculty The pay schedule is the same for all SPC Faculty However, four year Faculty have: 12 month contracts Teaching loads of 4 classes Release time for Faculty advising as part of responsibility Higher adjunct rate of pay

    24. BSN Faculty Credentials The Dean and all Full Time Nursing Faculty possess a PhD in Nursing Adjunct Faculty possess a minimum of a MSN, however, many are Doctorally prepared in nursing or education

    25. BACHELOR OF SCIENCE IN NURSING RN Completion Program Only Students must already be registered nurses Current, valid, unrestricted, unencumbered nursing license Can be either AS or hospital diploma graduates Seamless articulation with prior nursing education Can transfer up to 10 Upper Division Credits

    26. BACHELOR OF SCIENCE IN NURSING Tuition Reimbursement; Hospital scholarships; Nurses Now and other Grants Enrollment goals consistently exceeded

American Association of Colleges of Nursing AACN endorsed a position statement in October 2005 Supports the move by community colleges to offer BSN degrees and increase access to the baccalaureate. Successful Outcomes Baccalaureate access greatly expanded in Pinellas County Expanded online offerings MSN degrees offered by our University Partners including MSN from USF, MSN in Forensics from Cleveland University DNP from Case Western Expanded upper division offerings at the St. Petersburg branch of our regional university.

    34. Successful Outcomes BSN graduates as Skills Lab Facilitators BSN graduates completing MSN and Doctoral programs as adjunct and full time faculty Expanded enrollment assisting to alleviate the nursing shortage!
