Highlights of July 9th TAC Meeting • ERCOT Board Update (April 22, 2009) • Approved PRRs 796, 802, and 809 • Approved NPRRs 141, 172, and 173 • Proposed revisions to the ERCOT Bylaws under review. Changes includes TAC membership going from four members from each Segment to two members from each segment. Revised Bylaws to be voted on at the Annual Membership meeting. • Special work session of the Board to review the Texas Renewables Integration Plan (TRIP) the day before the Board meeting. Goal – first final version before the end of the year.

Highlights of July 9th TAC Meeting • PRS Update • PRR 787, Add Violation Language to QSE Performance Standard - Approved • PRR 801, Manual TCR Adjustments – Approved • PRR 810, Remove McCamey Congestion Management – Approved • PRR 812, Wind Generator Forecast for Scheduling Metrics – Remanded to PRS for further work • PRR 815, Commercially Significant Constraint Process Clarification (Urgent) – Approved as amended by TAC • NPRR 158, EILS Self Provision Formula Correction and Clarification – Approved • NPRR 170, Synchronization of PRR 806, Re-Registration of Market Participant Due to Mass Transition of ESI IDs – Approved • NPRR 171, Synchronization of PRR 805, Adding POLR Customer Class and AMS Meter Flag to the Database Query Function on the MIS - Approved • NPRR 175, Hub Bus Clarification – Tabled until next month • NPRR 176, Resource Status Input to RUC and Ancillary Awards from RUC – Remanded to PRS

Highlights of July 9th TAC Meeting • ROS • NOGRR 025, Monitoring Programs for QSEs, TSPs, and ERCOT - Tabled for one month so TAC can consider with the IA and CEO Determination (Along with comments from Calpine, Garland, and ERCOT) • RMS • RMGRR 075, Advanced Meter Interval Data File Format and Submission – Approved • RMGRR 077, Prepay Priority Code 05 - Approved • RMGRR 078, Adding Additional Fields to the Customer Billing Contact Information File - Approved • COPS • COPMGRR 012, Creating Section 11, Disputes and Data Extract Variances – Remanded to COPS to remove Dispute portion until a User Guide can be created • COPMGRR 013, Update to Section 3, Organizational Structure - Approved

Highlights of July 9th TAC Meeting • Texas Nodal Implementation • Janet Ply presented the Nodal Timeline and noted the following on the COMS Market Systems: • CMM 4.1 will be delivered on time by the vendor; ERCOT will complete CMM4.2 in house • NMMS will be delayed one week due to testing resource constraints • MMS, CRR, EMS, and OS are on schedule • S&B, CSI, and REG are either nearing completion or have completed testing • Betty Day presented the Traceability process – Protocol sections have been broken down into three tiers • Identify alignment issues • First-level analysis: Bob Spangler and Floyd Trefny • Meet with business owners for validation • Provide information to ERCOT Readiness Team for reporting • Matt Mereness presented an update on the Single Entry Model Project - Go-live is on schedule for August 31, 2009

Highlights of July 9th TAC Meeting • Nodal Advisory Task Force (NATF), FKA NIT • TAC Confirmed Don Blackburn (Luminant) as Chair and James Jackson (CPS Energy) as Vice Chair • Reviewed proposed change to the NATF Charter – Changes include language to state that NATF is a Task Force to assist ERCOT when requested • Renewable Technologies Working Group • TAC endorsed the Finalized Quarterly Report • ERCOT will be working with RTWG to develop a plan for CREZ Outage Scheduling • Regional Planning Group Charter Revisions • TAC approved Option A with the $50 M threshold changed to $25 M

Highlights of July 9th TAC Meeting • WMS • WMS declared the Potomac Recommendations Task Force and the Cost Allocation Task Force dissolved • WMS will also dissolve the Generation Adequacy Task Force until it is needed again • Texas Regional Entity • TRE reported that there have been seven NERC audits • Violations and settlements may be found at http://www.nerc.com/filez/enforcement/index.html • In the future, the TRE could be separated from ERCOT, issues around data sources and reporting responsibilities will be discussed by the EROT Board • Regional Planning Group Charter Revisions • TAC approved Option A with the $50 M threshold changed to $25 M

  8. Highlights of July 9th TAC Meeting • Operations and Planning Report • Dan Woodfin requested TAC to consider the process for Generation Re-interconnections. TAC referred the issue to WMS and ROS. • ERCOT’s June 2009 IT Incident • ERCOT’s CIO Richard Morgan presented the details on and lessons learned from the 6/24/09 IT Incident, M-062409-01 • A reconfiguration to a processor caused a loss of storage connectivity requiring a reboot of several servers • Root cause: • Vendor Issue – The vendor maintains that this procedure should have caused no interruptions to service. This process has been performed during maintenance windows without incident. • Management Issue – This change was not governed by the change control process because it was considered a routine action. This action ahs been reassessed and now must follow the change control process.
