Cost Benefit Study Update • TCA has begun populating GEMAPS to conduct the LMP price forecasting. • TNT reviewed Assumptions Memo at Apr 26 Meeting • Assumptions were frozen on May 7 • Next meeting, on June 2, will focus on: • identifying backcasting data requirements, • discussing transition cost study approach
ERCOT Protocol Development • Drafts to stakeholders on June 4 • Start 1st Round of Review July 6 • Proposed meeting dates are on ERCOT calendar • Attempted to avoid TAC, WMS, PRS, RMS • Attempted to leave one open day per week • Start 2nd Round of Review August 16 • Review by Section • Comments due approximately 3 days prior to discussion, ERCOT staff to consolidate comments and distribute 2 days prior to discussion
Board Decisions – May 18 • The Board approved the Texas Nodal Market Design elements defined in the following TNT approved white papers: • Transmission Planning • Fidelity Requirements for Transmission Planning Models • Load Participation • Emergency Operations • Performance Monitoring • System Migration Principles • The Board approved the Texas Nodal Market Design elements defined by the following topics added to white papers previously approved by the Board: • RMR in Day Ahead Energy Market – Enhanced Hybrid (E-HDAM) • RMR in Day-Ahead Reliability Unit Commitment (RUC) • RMR in Hour-Ahead RUC • Congestion Management Concepts • Telemetry Addendum to Fidelity Requirements for Transmission Operations • The Board approved the Texas Nodal Market Design elements defined in the May 14, 2004 revision of the Market Mitigation whitepaper.
Dr. Frank Wolak’s Comments • Dr. Wolak attended our May 26 Meeting • Reviewed four major areas where the TNT market design differs from nodal markets elsewhere in the US • Local Market Power Mitigation • Reliability Unit Commitment • Ancillary Services Procurement and Use • CRR Allocation Process • Other questions on • CRR Mitigation Rules • Ex post pricing • Renewable Resource scheduling • We plan to discuss his issues further during our June 7 meeting
