SISKIYOU COUNTY AB900 PROJECT 269 Sharps Road, Yreka, CA 96097 PROJECT SCOPE SUMMARY AB900 PHASE II LOCAL JAIL CONSTRUCTION FINANCING PROGRAM Draft June 2018 This project will design and construct a new stand-alone jail facility on approximately 4.37 acres of county-owned land, directly adjacent to the existing Charlie Byrd Youth Corrections Center (CBYCC) in the City of Yreka, CA. The new AB900 Project will provide replacement housing for adult offenders, clinical services, and a secure connection corridor to the existing CBYCC facility, which the County will repurpose to support the adult population. The housing area will provide a central control station and approximately 120 beds in housing units. Each housing unit will include a dayroom; program space for education, counseling and treatment; and outdoor recreation space. Support services and administrative space will include; a medical/mental health and dental clinic; respiratory isolation cell, holding rooms and mechanical and electrical rooms. The project will also include, but is not limited to, utilities; electrical; plumbing; mechanical; heating, ventilation, and air conditioning; communications; electronics; fencing; security; and fire protection systems, as well as minor landscaping and pavement for building access, and all necessary appurtenances.
PROJECT SCOPE SUMMARY SISKIYOU COUNTY AB900 PHASE II LOCAL JAIL CONSTRUCTION FINANCING PROGRAM 269 Sharps Road Yreka,CA 96097 Final The project consist of the design and construction of an expansion to and renovation of the existing Charlie Byrd Your Corrections Center (CBYCC) juvenile facility located on county-owned land in Yreka, California. The expansion will add 120 beds and approximately 28,00 square feet of housing, program and support services space. The expansion will connect to the renovated juvenile facility through a covered walkway. The multi-level AB 900 expansion will contain six 20-bed housing pods, a central control station, dayrooms, multi-functional program space, a medical/dental clinic, a respiratory isolation cell, two holding cells, and outdoor recreation space. The project scope also includes an emergency generator; a new perimeter emergency access road; a covered fenced walkway to connect the new housing unit to the existing corrections center; accessibility improvements to the existing parking areas, sidewalks, walkways; and a fenced vehicle enclosure adjacent to the existing sallyport. The project will include all standard and necessary appurtenances for building operations.

Scope of Work • Assist County in ensuring that an operational jail can be built within budget • Provide review and oversight to develop economical design features to ensure construction methods are economical, avoid costly change orders, the design aligns with budget, etc. • Generate construction project interest to ensure project is successfully bid first time
ACTION • Approve second addendum to contract with VANIR Construction Management, Inc adding $233,240 to the compensation and extending the term to December 31, 2021.
