  1. What is e-Buy? e-Buy is an online Request for Quotes (RFQ) tool which allows Federal buyers to obtain quotes and issue orders for products and services offered by sellers on the GSA Multiple Award Schedules program.

  3. How to access e-Buy? • Access e-Buy through GSA Advantage at www.gsaadvantage.gov • If you are already registered, login to GSA Advantage! with your existing User ID and Password • Select the “e-Buy” link at the top of the page

  4. Use e-Buy for… • Services • Large quantity or high dollar purchases where you are seeking a discount from contract pricing • Purchases with complex requirements • Determining sources of supply • Receiving quotes on Blanket Purchase Agreements

  5. How Does e-Buy Work? • Find the category of the product/service you wish to purchase • Choose the sellers whom you would like to quote on the RFQ • Enter your RFQ requirements • Specify the time frame the RFQ will remain open • Review quotes and notify sellers • Make a purchasing decision based on “Best Value” criteria • Create a purchase order

  6. Who may submit a quote through e-Buy? • MAS sellers selected by the Buyer • MAS sellers who have contracts under the same category

  7. Process Improvements • Replaces manual paper process for RFQs, quotes and orders • Paperless environment • Sends RFQs directly to seller specified emails • Simplifies market research with an electronic sources sought

  8. e-Buy Facilitates Greater Competition • Send RFQs directly to multiple sellers • RFQs are transparent to all sellers in category through GSA’s Vendor Support Center website • All sellers in category may submit a quote • Section 803 Compliance (DoD only) • Access to over 8,800 contracts on GSA Advantage!

  9. Enhanced Accountability • Buyers have history of RFQs, offers and awards • Buyers can view socio-economic status of sellers

  10. Issuing RFQ for Services • Develop a statement of work and attach to the RFQ which includes: • Location of work, period of performance, deliverables, applicable standards, and acceptable criteria, and special requirements • Send RFQ to at least three sellers (over $2,500)

  11. e-Buy Marketplace • $9.5B was spent on services in the schedules program in FY01 (Source: Vendor Reported 72A Sales) • $13.7B was spent on 60,672 transactions greater than $25,000 in the schedules program in FY01 (Source: FPDS) • Buyers using e-Buy sent the RFQ to an average of 10 sellers (Source: GSA Advantage!™)
