Context • Common Strategic Framework • Delivery of Structural & Investment (SI) Funds in 2014-20 • € 376 Billion to deliver Cohesion Policy • Focus is on Growth & Jobs • Smart, Sustainable, Inclusive Growth • Europe 2020 Strategy • EU Growth Programme in England • Combined programme for delivery of SI Funds • € 6.17 Billion across England; allocated by LEP areas • LEPs responsible for delivery • SELEP developing EU Investment Prospectus • Aligned to Economic Growth Strategy

Direction of SI Funds • Change in emphasis of SI Funds • Targeted intervention • Smart specialisation • Tangible outputs in support of Growth and Jobs • ‘Quadruple Helix’ approach advocated • Builds on principle of triple helix approach • Public, private, HEI and civil society joint working • Greater scope for social innovation / enterprise
So what does this mean? • Actions / projects can support social enterprises and community groups… …but have to demonstrably deliver Growth & Jobs • Requirements for delivering against certain SI Funds… …but some flexibilities and freedoms in delivery • Government’s EU Growth Programme needs to be adhered to… …but LEP and its partners responsible for determining direction of investment programme and projects
Opportunities • Social enterprise / innovation • SME competitiveness • Higher level skills • LEADER • Coastal communities • Wider linkages • INTERREG • Scope for innovation, particularly in transnational Programmes • Horizon 2020 • Drive for greater societal impact in new research & development Framework Programme • Also includes former Life+ and Intelligent Energy Europe (IEE) Programmes
